Deputies arrest man accused of groping women

LAKE OSWEGO, Ore. – Authorities on Sunday arrested a Tualatin man who they said groped three women at a park and an apartment complex.

Ian Billow, 28, faces charges including three counts of sex abuse (3rd degree) and three counts of harassment.

According to Sgt. Bob Ray with the Washington County Sheriff’s Office, an employee at the apartment complex on Sunday told deputies that she and another employee were groped by the same man on different occasions during tours of the complex.

She said that man, later identified as Billow, returned asking for another tour on Sunday.

Both women told investigators that when Billow got in a golf cart during the tour, he put his hand on the seat as the women sat down. He apologized and told them both it was an accident when they sat on his hand, Ray said.

“Deputies learned that during one of these tours, Mr. Billow pretended to trip as he was walking up a flight of stairs. He was walking behind one of the victims and fell face-first onto her buttocks lingering there for a few seconds,” the sheriff’s office said in a news release.

When Billow returned on Sunday, the employees told him to leave and they called the sheriff’s office.

While deputies were investigating the case, Ray said Tualatin police responded to a report that a man tried to grab a female jogger's buttocks at a park in Tualatin. Police detained the man, later identified as Billow.

Deputies learned that a man matching the description of their suspect was in police custody. The sheriff's office took custody of Billow and charged him in all three cases, Ray said.

Billow is being held on $15,000 bail.
