Police: DNA sample leads to reopening of cold cases

In November 2007, detectives from the Portland Police Bureau Sexual Assault Detail reopened October 2003 and December 2004 sexual assault investigations after receiving DNA matches from the Oregon State Police Crime Laboratory. 

In both cases, investigators believed that the suspect stalked the victim in her home and then bound and sexually assaulted her after she answered the door. 

Forensic evidence was taken in both cases but at the time, the evidence did not match any known offender.  Current laws require convicted felons to submit blood for DNA profiling. 

On October 23, 2006, 36-year-old Ryan Monahan was convicted of unauthorized use of a motor vehicle and that conviction appears to have led to the submission of a DNA sample to the Oregon State database. 

Subsequent routine testing led to matches with an October 2003 sexual assault in southwest Portland and a December 2004 sexual assault in southeast Portland. 

After reopening the investigations, detectives were required to relocate the victims and Monahan.  The investigation was then forwarded to a Multnomah County Grand Jury, who indicted Monahan on two counts of rape in the first degree. 

Since learning Monahan was a suspect in the sexual assaults, detectives have been re-examining other reported sexual assaults where the suspect matched Monahan's description. 

They are now looking for victims of previously unreported sexual assaults in the event there are women who did not come forward at the time of the crime or anyone who may have had contact with Monahan between October 2003 and December 2004.
