This injured Shih Tzu-mix is now safe in an animal shelter. Shelter workers are hoping the public can help them find the owner and those responsible for tying a rubber band around the dog's tongue and jaw.

PORTLAND, Ore. -- Multnomah County Animal Services is investigating animal abuse after two girls found an injured Shih Tzu-mix covered in blood and abandoned in their North Portland neighborhood.

"He looked like he was a little skinny and blood all over, so you could see the blood smearing down his chest and in his mouth. I started to tear up a little because I’d never seen anything like this before. It was really heartbreaking," said Savannah Graham, who was one of the girls who found the dog. 

Shelter workers are seeking the public's help finding the owner and finding who is responsible for cinching a small rubber band around the dog's jaw and tongue.

Dove Lewis Emergency Animal Hospital in Northwest Portland on Sunday cared for the animal after neighbors brought the dog in Saturday night.

"We'd like to hear from anyone who knows who may own this dog or how this injury may have occurred," Multnomah County Animal Services said in a statement on its website.

The Shih Tzu is male and about 1 or 2 years old. He's in protective custody while shelter workers investigate the case.
