Roseburg man accused of biting cop after ER won't give him cocaine

ROSEBURG, Ore. -- A man that police had to shock with a Taser in a grocery store in late May is back in jail, this time after police said he attacked several people Monday, including a police officer.
According to the Roseburg police, Jose Ramon Garcia, 37, went to the emergency room just before 6:00 p.m. while he was intoxicated.
Police say the man asked hospital staff for cocaine, and then sat down in the waiting area.
A short time later, officers said Garcia walked up to a woman and punched her in the face.
Security held the man down until police arrived, and when they took Garcia into custody, officials say he refused to walk.
As authorities were carrying the man to the car, police said Garcia bit one of the officers on his leg hard enough to break the skin.
Jose was charged with assaulting a police officer, fourth degree assault, resisting arrest and more.
The officer was treated at the hospital.
Garcia is currently being held at the Douglas County Jail without bail.
This isn't Garcia's first run-in with the law. Back in May, officers responded to the duck pond next to a Fred Meyer store after reports that Garcia was harassing children.
They ended up shocking him with a Taser to take him into custody when they found him in Fred Meyer drinking a beer.
Garcia was also arrested in September of 2009 after police say he stole a taxi and hit another vehicle at a truck stop.
Officials said that after that incident, Garcia had a .21 blood-alcohol level.
Is this guy a former bush cabinet member?
@RonaldReaganisgod He may be one of the ones Ronald Reagan let roam the streets since he closed all the mental institutions in America..
I think the 3 strikes only applies on Federal grounds such as over sea's, drugs, murder, etc. Don't know much about State. Â 3 strikes and your out, won't apply because your drunk, biting an officer or punching a woman. Â Hopefully, if this guy is not a US Citizen than deport him now while in custody, don't let him out anymore, he seem not to be civilized.Â
Sounds like he is working on being a professional drinker. A BAC of 210 and being a walkie talkie is a good start.
So the officer was treated for his injuries....I hope the woman who was punched in the face was taken care of too.Â
And this is why we have "three strikes." We can lock him up now for this or we can wait until he kills somebody. Because with that history, it's only a matter of time.
In response to the inevitable comments, you avoid going down for the third strike by not committing the first two.
I used to work in the ER in Roseburg. I hope my friends/co-workers that are still there are ok. There were lots of patients that we had every right to be cautious around....sounds like here's another one.
Old picture, must be from the May arrest. Here is the current one: http://www.dcso.com/inmates_in_custody_details2.asp?inmateNO=1203655&inmate=
Â
Also, he is not being held without bail.
he's got that look you see on a dog that just bit someone and is locked up in animal control
I go to Roseburg now and then, and that duck pond they mentioned would be a great place for this guy.
Preferably at the bottom of it!
POS...get a big roll of newspaper and smack him on his nose numerous times :(
Powder drugs strike again..... Zombie Alert!
Keep him off the streets. He needs some serious detox time and rehab.Â
Gee, I wonder if there is any chance this idiot is a drug addict. (sarcasm)
Leave him in jail. Just lose the paperwork. That guy doesn't deserve to be in society right now.Â
