PORTLAND, Ore. - A judge should make a decision by next week whether the man known as the Jogging Rapist should be given another parole hearing and while his victim waits for that decision, new details are emerging about the man who attacked her 20 years ago.

Richard Gillmore, 48, was convicted in the 1986 rape of then 13-year-old Tiffany Edens.

In 1987, Gillmore was sentenced to at least 30 years in prison, a long sentence stemming from the fact that he was also suspected in six other rapes, but could not be charged because of the statute of limitations.

In 2007, a state parole board decided to release Gillmore early, a move that angered Edens, who claimed that the board repeatedly denied her opportunities to protest his release. Edens and the Multnomah County District Attorney are now suing the parole board.

KATU News has obtained Richard Gillmore's own plan that he presented to the parole board for why he should be released, which includes a letter from the man he plans to work for once he is released and a nine-page letter he wrote to criminal psychologist Frank Colistro.
