PORTLAND, Ore. (AP) - Flags bearing the infamous Nazi swastika symbol were found attached to red balloons seen floating over neighborhoods in Tigard in the past couple of days.
A neo-Nazi group is claiming responsibility. A group calling itself the American National Socialist Workers Party sent a Portland television station an e-mail saying it sent the balloons flying over the suburb.
The author of the e-mail identified himself as "ANSWP commander Bill White" and challenged Tigard police to charge them with a crime.
Investigators did not say whether they were planning any charges in the case.
