Charges dropped against man accused of licking woman's back

PORTLAND, Ore. - The charges have been dropped against a man accused of breaking into a second-story apartment, cutting off a woman's underwear and licking her back - all while she slept next to her baby.

Ismond Hale was arrested in connection with the incident but the charges against him have since been dropped. 

Prosecutors said Hale passed a lie detector test and they do not think he did it.
