Day care banned in Washington opens in Oregon

They hop across the Columbia River and open up shop in Oregon. We went to The Little Jungle Childcare Center in Rainier looking for answers. We were concerned about how this daycare provider was able to open shop in Oregon after an anonymous source e-mailed KATU a record of dozens of complaints against them in Washington. Amy Blondin, a spokesperson for Washington's Department of Early Learning, told us by phone that the state banned Teresa and Tim Cahill from providing childcare in Washington after exhaustive investigations over a five-year period. "In this instance, we did not feel that this provider could guarantee that she could offer safe, healthy care for children," said Blondin. One father told the state in May 2004 that he "could hear his 6-month-old child screaming hysterically in an upstairs bedroom with the door closed" and that "the room was completely dark, the door was shut and there was no monitoring device." That was not the only complaint that Washington officials received about children, especially babies and toddlers, being left unsupervised at the Longview home where the Cahills operated the Tot Shop until losing their license in late 2004. Also, in May 2004, a state food provider said she visited the home and found problems but when she told the Cahills about them "Timothy Cahill became so upset... he became verbally abusive and began knocking things off the walls." She said at least nine children at the home witnessed the outburst. So how did this couple simply drive across a bridge and start up business again? A spokesperson for Oregon's Childcare Division said the state never asked the Cahills about their previous record when they applied for a license in Rainier. In fact, she said the state does not ask any childcare applicant if they have been revoked in another state. But she said it is a question the state will likely add to its applications after we pointed out the obvious omission. |
