Man wanted in 1990 sex slave case turns himself in

HILLSBORO, Ore. - Police are hoping the public can help track down a wanted man after his brother, an alleged accomplice in a sex slave case, turned himself in last month.

The story began 16 years ago.  In June of 1990, a 16-year-old female escaped a Hillsboro residence where she was held against her will as a sex slave by two men. 

Shortly after her escape, police arrested Vance Jay Roberts and his brother, Paul E. Jackson.  During the investigation, additional possible victims were identified and the pair ended up with a long list of charges:

Charges Against Vance J. Roberts

  • Kidnapping in the First Degree (8 counts)
  • Sexual Penetration with a Foreign Object (2 counts)
  • Sodomy in the First Degree (6 counts)
  • Rape in the First Degree (6 counts)
  • Sexual abuse in the First Degree (3 counts)
  • Possession of a Controlled Substance (marijuana)

Charges Against Paul E. Jackson

  • Kidnapping in the First Degree (8 counts)
  • Sexual Penetration with a Foreign Object (2 counts)
  • Sodomy in the First Degree (5 counts)
  • Rape in the First Degree (5 counts)
  • Sexual Abuse in the First Degree (3 counts)

The brothers went to trial in 1991, but before the proceedings could finish, the two fled the state while out on bail.  During the months following, the FBI obtained warrants for the brothers and began a countrywide search for the pair.

The two avoided capture for 15 years, but in September of 2006, Roberts walked into the Washington County Jail and turned himself in on the 1991 outstanding warrants.  Jackson is still wanted and his whereabouts are unknown.

The Hillsboro Police Department is hoping the public can help them track down Jackson and perhaps provide more information about Roberts.  Anyone with information is urged to call Sgt. Bruce Parks with the Hillsboro Police Department at (503) 615-6751.
