St. Helens - Sandbags for St. Helens and surrounding areas are located at the City of St. Helens city shops at 984 Oregon Street and are free to the public.
Clark County Public Works has stockpiled sand and empty bags at 11608 NE 149th Street and 4700 NE 78th Street for public use. These are self-serve locations. Users should bring their own shovels.
In Yamhill County, sandbags are available at the federal prison in Sheridan or at Public Works in Willamina.
