Cops seize drugs headed for outdoor concert in Washington Co.

BEAVERTON, Ore. – Beaverton police officers confiscated marijuana and other drugs from several people heading to an outdoor concert near North Plains. Officers conducted the three-day drug operation along Hwy 26 this week.
Investigators had seen on blogs and social media that lots of people were planning to use drugs at an outdoor concert being held this weekend in the Horning’s Hideout area, according to Beaverton Police Sgt. James Shumway.
“It’s clear that there is anticipation of a lot of drugs being available,” he said.
To stop the drugs from reaching the concert, officers set up along Highway 26 on Wednesday, Thursday and Friday. They pulled over more than four dozen vehicles and found drugs in several, Shumway said.
Shumway said they weren’t targeting any person specifically, but rather pulled people over for traffic violations. He said if officers then had reasonable suspicious there were drugs in the car they conducted a search.
Investigators seized about three pounds of marijuana, found candy they think is laced with pot and arrested three people.
One of the people arrested, 32-year-old David Edwin Welles, is the drummer of one of the bands scheduled to play at the concert.
Last year a Cedar Mill woman was hit and killed by a man who had left a concert at this same venue. Cory Jensen had left a festival and was high on LSD when he struck and killed Cynthia Rabe.
Jensen is now serving a ten year prison sentence.
Shumway said Rabe’s death last year was a big motivating factor in getting out and stopping drugs from reaching this concert.
“It’s a ton of drugs,” he said. “Something has to be done.”
During last year's Regeneration music festival, without any association, I camped in direct proximity to a group including the young man who ended up behind the wheel of a tragic, fatal hit-and-run. I do not recall him specifically, but the following morning authorities were addressing the group. The owner of the vehicle had no knowledge his vehicle had even left from the festival. The convicted, in isolation from his camp group and without permission, took the vehicle keys. Considering the ready availability of alcohol, as well as 2nd-hand pharmaceuticals, it is unlikely that the only altering substance in his system was LSD, and as there is no test, he must have admitted to being on LSD. However, even then there is a high possibility the 'acid' WAS NOT LSD, but another compound altogether. This guy was not only high, he was a high IDIOT (likely with abuse history) who ruined his life and friendships. There is no justification for targeting musicians and other good-natured adults who are headed to enjoy their hard-earned weekend at the Horning's family privately-owned land (btw, Oregon state law dictates medical marijuana possession and use is legal on private property)
 @tone_bender There is a test for it. It's called a Drug Recognition Expert (DRE). These are officers who under go specialized training and can determine with amazingly high accuracy what kind of drug someone is on. On top of it all you're post made no sense at all.Â
 @tone_bender The justification is the same as it is when cops park near bars at closing time. People do not have the right to drive under the influence of any intoxicating substance and put other people's lives at risk. Whether it's alcohol, "medical pot", prescription drugs or illegal drugs you shouldn't be driving. I'm sure plenty of "good-natured" drunks have killed people, but I guess that's okay.
 @Rob C My point is: as others mention, these concertgoers have already consented to a full vehicle search upon entrance to a 4-night ticketed event held on private land. The idea, sober or not, is to go enjoy life as much as possible in a safe, controlled environment. Obviously authorities know these things function like playpens; the fun rolls in, and stays in. These folks are not like the ones leaving the bars wasted EVERY DAY AND NIGHT on EVERY MAJOR ROAD (those drunks who do that inherently aren't very good natured). That idiot last year, who killed the jogger was a wreck of a person who would've found his fix and put others in danger no matter what. A bad apple. They aren't dealers out working the streets, they are simply people travelling like anyone else down a road to a destination, but happen to have some naughty no-nos in their backpack, which they bring to a place where there's not even a house to burn down. @Scotty9 I highly doubt they were driving intoxicated or openly using on their way to get gate-searched in order to get in for a 4 day visit which they are working or paid $300 a head for. Stops are made for 'traffic violations' like 'improper signaling' or dirty windows. They see the bumper stickers, or dreadlocks or coolers or costumes etc and think "Now all I gotta do is get em to talk and I'm in their pockets and luggage, who cares if I ruin their financial aid or employment situation let alone their weekend of leisure with family and friends." F that. Decriminalize everything. Legalize cannabis. Weed isn't a drug. It is a food and herb. Sack up and realize your 'if they weren't breaking the law...' is the same argument, because it is the law that is unwanted so if not in place they would be fine (as long as they don't commit ya know, real crime)

@DickCheney2016 here is a thought for you if you dont want to be hasseld by cops DON'T BREAK THE LAW. I for one am all for cops pulling morons over and confiscating as much illegle property as possible. That said i don't whine and cry when i get pulled over on my bike just because i look like a member of several 1% MCs i just look at it as a consequence of my own choices. I chose to grow an epic beard i chose to ride a motorcycle i chose to look a certain way therfore cops will treat me a certain way. i don't blame them. And one of the things cops are paid for is to enforce laws even traffic laws if you are speeding, weaving, not using signals, whatever you will be pulled over and if you are stupid enough to be transporting illegle substances in said vehicle well that is your own stupidity coming back to bite you in the rear. Its not the cops fault these people were stupid. I really hate this sneaky cop stuff. Time to end the war on drugs, what a waste of taxpayer $ and resources. Go out and find the child molesters who don't register, or the deadbeat dads who don't pay their child support.

The people stopped violated traffic laws the cops stopped the car if there was sufficiant probable cause they searched the vehicle and if they found drugs the people were arrested. Where is the problem? Curious what constitues a legal search . . . Why not place say 5 officers near the entrance to this event with a couple of dogs rather than pull over 40 some cars to "see" if they qualify as suspicious. I grew up in washington county. I thought this kind of mentality had outlived its effectiveness a long time ago.
Not the brighest move advertising the availability of illegal drugs. If that tact was to entice attendance then maybe the music itself is not a good enough draw? People wanting to use illegal drugs usually know where to get them. No advertising required.

@mister I am not anti pot i actually think that pot and prostitution should be legalized and regulated and taxed but as long as they are still illegle well you have to deal with the consequences of your own actions. Good for you on your carreer i aplaud anyone that can maintain employment in this economy. But lets face it most of the people that are so irate at the cops are the ones that believe that the world owes them something and that they should not have to work for anything. Well I am just glad that we will not have to worry about drugs again until that concert next year. I think if they can profile like this, why not stop and ask the tweakers with no teeth and riding a bmx bike to empty their pockets? But I guess that meth isn't a very big problem. I know I will sleep better knowing that all that horrible marijuana is off the streets. Good job guys.

I would wager they could do equally well on a Wednesday in September at 10:00 a.m. just searching 48 cars randomly because 10% of the population have Medical cards and drive around with a stash all the time. In fact; I'll bet that 90% of the aforementioned "busts" never have charges brought because they are Medical card holders and the others are given small citations for possession as the law dictates.

 @randomdude nah...somebody got run down by a car and the police claimed that the driver was on LSD; that was in Bethany. So this year the police decided that they would profile drivers on HWY 26 and use last years accident as justification. All makes perfect sense, right? So they got "tons" of weed...or three pounds...and some laxatives. Big haul for those guys.

It isn't even a question that the cops will avoid patrolling any bicycling event to calm traffic around cyclists. If the cops arrive it will certainly be to issue tickets to cyclists...easy money there.

They rule by intimidation & ride peoples bumpers until they get so nervous, they go a little over the line, or they slow down to a "Suspiciously slow speed" I have no trust in the police anymore and I feel they do more damage than good. They are just government thugs who more often than not, are ruining good peoples lives, not protecting people. Of course this is just my opinion.

They pull people over ask if they can search it because you may have been going over the posted speed limit, and some people are gullible and just buy the line of theirs that, well, "if you have nothing to hide when why won't you consent to a search of the vehicle?", I've had the cops use this excuse with me in the past. Unless they have a real serious reason to suspect something then they otherwise have no basis or authority to force a search of your car. As I said, people are stupid and they just allow it to happen.
