Deputies: Man commits rape 10 days after getting out of jail

WASHINGTON COUNTY, Ore. -- A Washington County man was arrested on suspicion of raping a woman on Monday -- 10 days after he had been released from jail on a separate offense.
Yusuf Dahir Sheikh-Nur, 28, is being held on suspicion of kidnapping and raping the woman at his apartment in Bethany. Bail was set at $2.4 million.
Police say Sheikh-Nur is a known serial sex offender who has been in and out of jail seven times since May 2011. His past charges include rape, harassment, robbery and drug offenses.
Sheikh-Nur is known to target women in his neighborhood, sheriff's deputies said.
In jail on a harassment charge, Sheikh-Nur had posted bail on Feb. 1 and was released. Washington County sheriff’s deputies said that on Monday, Sheikh-Nur brought a woman home to his apartment, refused to let her leave and then sexually assaulted her.
"We had another report earlier in the day where he tried to get someone into his apartment unsuccessfully. So his behavior was escalating throughout the day," said Washington County Sheriff's Office spokesman Sgt. Bob Ray.
Neighbors say he forcibly tried to hug them.
One neighbor said Sheikh-Nur knocked on her door and offered to babysit her kids and offered her drugs.
"I've just known him to walk around and hug women and tell them that he's in love with them and he's been waiting for a beautiful woman like them," said Jessica Booth who lives one apartment building over from Sheikh-Nur.
She said his aggressive affection toward random women made him the talk of the complex in Bethany.
"He would just keep hugging them," Booth said. "He would just hug them, back off and then hug them again. It made them really uncomfortable."
Now police are looking for more victims who may have been touched in public, particularly women who use public transit as Sheikh-Nur did.
Police say Sheikh-Nur's bizarre behavior and inappropriate sexual conduct began in November.

I blame measure 11 for this. In the natural order of things this guy would have caught a beating from someones dad, brother, hudband or boyfriend when he first became notorious for forcibly hugging his neighbors. That might have had more corrective value than his seven short stays in the can. This guy was free to commit heinous acts with impunity but a mandatory prison sentence is waiting for the first man who does anything about it.

One reason why I don't just open my door to random people, or try to interact with random people in public. You never know what kind of nutcase is on the other side. His victims have my sympathy, and are in my thoughts, and I'm hoping that he gets a lengthy prison term considering his past and current offenses.

My Question is WHO does he know that he gets out? i don't see the word PRISON and in and out of jail could be like book and release. does he have political Immunity form prosecution?

@32jim2 There was a section 8 duplex up the street from my childhood home. During it's presence, I'd say it was troublesome about 10% of the time, the other 90% it was actually a productive part of the neighborhood. Not all section 8 is inherently bad.
If a man rapes a woman he should have his genitals removed. Period. After that and several years of jail time if he assaults again, have HIM removed from this planet.

At what point will the penal system realize that sexual deviants can not be rehabilitated? The guy should have never been released after the second charge. In and out of jail 7 times in a 2 year period? How was he able to get out? A sexual assault should have kept him in for at least 3 years. He should have still been in jail for the first offense, not out committing 6 others!!!!!
He looks pretty proud of himself. Maybe some time in prison with Bubba will fix that.
Genetic failure
After your second offense for sexual assult it should be automatic life in prison. No parole board, no treatment, just straight to prison for the rest of your life. I believe if we did that for the first offense they're would be a lot less sexual assults but the libs will scream bloody murder if you don't spend several hundered thousand dollars on a lowlife rapist. Aren't we asked to accept the diversity and culture of other peoples countries? I'd say that if their culture closely mimics ours, they are welcome to stay. Unreal. VIOLENT sex offenders are flushed out of the jail system in less than 2 years and non violent drug offenders (people who sell and use, no other crimes) serve 10 years or more.

Incidentally, there are five convicted sex offenders within about a block and a half from H. B. Lee Middle School.  The distance between the football field and the physical school is literally what keeps them away from the kids, who, of course, walk home through those fields and neighborhoods, likely with no idea who's peeping at them through the blinds.
@playenekes And that's not unlike most other schools. Housing, and schools, generally are within close proximity, and sex-offenders do have to maintain a residence, or end up on the street homeless like that guy who pretty much got drove out of downtown Portland last month when he listed himself as homeless and his residence as downtown Portland.Â
