Man accused of putting dog in hot oven appears in court
SALEM, Ore. – A 20-year-old Lyons, Ore. man accused of beating a 6-year-old Chihuahua and putting it in a heated oven appeared in in Marion County court Tuesday afternoon.
Kevin Parrish is charged with aggravated animal abuse.
But even if he’s convicted of that crime, a felony, Parrish won’t face prison time, according to the Animal League Defense Fund, an organization pushing for stronger penalties in animal abuse cases.
“The problem is in Oregon, the judge’s real authority is based on sentencing guidelines,” said Clatsop County District Attorney and Animal League Defense Fund board member Josh Marquis. “Even if a person in theory had multiple violent felony convictions, the maximum sentence a judge would be able to give them under Oregon law would be 60 days in jail, not a prison sentence.”
The judge denied Parrish’s request to be released from jail Tuesday. Bail was set at $100,000.
"Even if the judge wants to, he can't send them to prison," said Marquis.
Marion County sheriff’s deputies said Parrish was watching the 9-pound dog, Kudo, for his grandmother, who was out of state.
Parrish told deputies he got angry on Friday after Kudo nipped him, so he grabbed the dog and started punching him in the head. Deputies said Parrish also admitted to trying to strangle Kudo, according to a news release from the Marion County Sheriff's Office.
Parrish told investigators he then decided to put the dog in the oven, which was preheated to cook food at 350 degrees, deputies said.
“Parrish said he was prepared to leave him there, but he suddenly heard his brother coming into the house,” the news release said.
Parrish' brother and father rescued Kudo and took him to a veterinarian. Three of Kudo's legs were badly burned, his hair was singed and he had cuts and bruises, deputies said.
Parrish, who has no criminal record, admitted to deputies that he has anger issues and snapped when dealing with the dog.
Parrish's father is taking care of Kudo and the dog will continue receiving care at the vet clinic.
My take on this is forget the jail time whether sixty days or life. I say sentence the kid to being punched in the head, then strangled, and finally stuck in a 350 degree oven and see what he thinks of his anger issues then. I guarantee he will decide that getting his anger under control is a good thing. I also would set a precedence for other abusers out there, because I can see other abusers getting the same sentences. You rape a woman well that is abuse have some one strap you down and sodomize you until you bleed hmmm nasty thought but effective.

Kevin Parrish really needs to get some serious help. That type of anger will do nothing but eat him from the inside until it explodes and he ends up doing much worse to some poor animal or another person. I feel his pain and understand where he's coming from, and his admission that he has anger issues is a step in the right direction, but I really hope the court sentences him to SOME kind of therapy to help him deal with whatever issues are making him feel such anger and helplessness.

But, he'll probably just be let back out with nothing being done and in a couple years, Kevin will be back in court, this time for something far more serious.

This guy looks really confused at what is happening to him there. I have no sympathy for him about what he did, but I wonder if he has this anger impulse control himself from undiagnosed brain injury? Â He certainly has *something* wrong in his head!!... because normal people just don't do what he did. I hope he gets thoroughly assessed before he is set loose on all of us again.

Hopefully he ends up in a cell block with couple 200lb psychopaths, with black belts, who hate people and adore animals.
He needs to know what it feels like. Ditto on putting him in the oven and let the dog shut the door.

I think it's great that Josh Marquis is on the board of the Animal League Defense Fund. I have always had the highest respect for him, and think he's one of Oregon's finest public servants. His commitment to animals only solidifies my very high opinion. Thank you, Mr DA! =)

Seriously fellow posters, no matter your views. What this young man did is not only disturbing and cruel but if he has what he terms 'anger issues' and would hit a little dog on the head, try to strangle it and then put it in a 350 degree oven to kill it. What kind of person does that? This goes beyond what he's calling 'anger issues'. What would he do to a person who set him off? This is a very disturbed individual and it worries me that he'll end up out in public again.Â

Yes, but I've never punched a chicken and thrown it alive into a hot oven. And in this country, it is not socially acceptable to cook and eat your grandmother's pet chihuahua.
Look at the past history of most serial killers and you will find that they abused animals first.
Any person that places a small, trusting dog in an oven is in training to be one of the 300 serial killers that roam the United States of America at any one time. No one seems to have a clue, but some of the Realists on this thread...
This is obviously a very angry young man. Think what he'll do once he gets off this conviction with no sentence. He's onto bigger than 9# dogs. The coward.
I think this calls for euthanasia. And not for the dog. I'd hate to see what this guy does when his future children frustrate him.

 @boned I agree, and as a progressive liberal it pains me to say I wish preemptive euthanasia were an option for these people who are so often ticking time bombs.Â
 @BG1980 ~  You nailed it, BG... this is the scary part... and this is the point at which we should be taking some kind of definitive proactive moves to keep people with these types of disorders from harming anyone (or anything) else.   I'm not sure what the answers are, but certainly, an incident like this should trigger, at the very least, a serious mental evaluation of this guy, with emphasis on his potential for further violence.
Up until now, we seem to wait until somebody goes on the rampage and takes out his own family, or a bunch of people he doesn't even know, and then kills himself (or does a "suicide by cop")... and then we mourn the dead and wring our hands in despair and wonder "where it all went wrong"... Â Â

 @Torino_v2  @badcat well if people are going to one day be released from jail or prison you are darn right I want to see them rehabilitated before they are let loose, so at least some of them will cease to re-offend against the rest of us.  No rehab= more dangerous people released on society.

 @badcat I've observed that liberal policy makers favor lighter sentencing and rehabilitation while conservative policy makers favor harsh sentencing. Measure 11 has been relentlessly attacked as being too harsh, mostly from liberal judges and politicians. Generally speaking. :)
 @Rob C 503 I was just continuing the thread of oversimplifying. I don't know anyone who would think this is ok, regardless of political affiliation. We're all in the Non-Psycho party! I just don't think ANY liberal would think this guy doesn't deserve a SEVERE penalty for this heinous crime.

It's too bad that preventative measures can't be put into place in cases like this, but the legal system will never progress to the point of anticipating and punishing future acts, which is probably a good thing as it would be so easy to abuse that power. On the same token, it seems awfully lazy to just wait for people like this to take the almost unavoidable step of harming people when animal abuse eventually fails to satisfy their urge to inflict pain.
