Fugitive's body washes up on Ore. beach

PORTLAND, Ore. (AP) — The State Police say fingerprint analysis has identified a body washed up on the beach Sunday as that of a fugitive last seen fleeing a traffic stop in September on the Oregon coastal highway.
The police said Wednesday that 20-year-old Kyle L. Wallace of Depoe Bay drove away from a traffic stop south along U.S. 101 of the town. The car was found abandoned a mile away. The police say he was a registered sex offender wanted on parole violation and other charges.
His body was found on the beach about 30 miles north, near Pacific City.

20 year olds canregistered sex offenders. I worked as a Psych Nurse for many years,and I can say that sex offenders can be of any age.I think the youngest one that was a patient that was 10 years old,and had been acting out sexually for many tears! It was truly sad! If he ran from a traffic stop,it makes me wonder what else was he running from?
For everyone on here who is judging this guy, shame on you. Â I guess if you are gonna go there. why don't you just be God. Â Because it sounds like you are just so good at judging people. Â Why don't we have everyone line up and you can judge their fate. Â Wow, I am so glad I found God on here.

 @FORLH What exactly does "judging" mean? And why would anyone or their opinion of a criminal be any less worthy of one than you?....or your "god"  You seem to be judging everyone here! But hypocrisy is a very common side-effect of religion.
Do you somehow think expressing an opinion of the person, based on public record of his criminal CONVICTIONS is judgemental?Â
Here in the real world, I'd assume an intelligent person would look at it this way: The guys actions were considered by a JURY to be a crime with a sexual element and the majority (if not all) of a 12 person panel of jurors, who examined the evidence, considered testimony in support of the accusation and defense arguments denying accountability, they all believed he committed the crime. (or he plead guilty and was found guilty, which renders your point and mine relatively MOOT)

The "court" heard the jury opinion, the attorney appointed to oversee the "trial" is called a "judge" and he/she is simply the referee. The referee took all matters of law into consideration and the juries verdict  (the 12 people representing the citizens of the state of Oregon, who believe beyond a reasonable doubt). was deemed legal and final by the "referee" who then ordered the jurys verdict entered into public record.
Thats when a jury "verdict" becomes a court "JUDGEMENT" Â The courts duty to issue sentence and remand custody of the GUILTY party to the state is also on behalf of the citizens of the state of Oregon, governed by its people, who elect lawmakers to write and enact laws all citizens abide by, and who assign jurors on their behalf to JUDGE the validity of an accusation of violating any and all of those crimes.

Did any one of the people involved, from Oregon voters, to lawmakers, investigators, prosecuting attorneys, defense counsel, jurors, judges, clerks,, and post-conviction supervisory/custodians all take the job of JUDGING out of "GODS" hands to do themselves?Â

 @Do  @FORLH Well, where to start.  Well first of all no I would not judge someones character by their criminal convictions.  Someone can be guilty of one thing no matter what it is, and get labeled as such.  That is not fair.  I would however air on the cautious side if I knew someone was convicted of a crime.  But I would not condem nor judge their whole character based off what  offense was done, and what if they whole heartedly wanted to change.  I do feel bad for this kid, because he obvioulsy felt like life was not worth it.  Like a lot of our society does, yes onced judged by our lovely group of nonbiased jurors and lawyers and judges, we charge him, sentence them to a life of no forgivess,  So why dont you just go ahead and kill yourself sex offender, your a worthless scum piece of puke,  This is what I am saying.  Why dont you pull your head out of your self righteous butt, and of course your perfect, to see GOD.  And I am not stupid I know how the juror systems works,  But it is also made up of people,  People are not perfect, and guess what neither are yo;neither am I far from it.  I think you should get your head up Gods butt more.  Maybe your perspective would change.  And a side effect of ignorance is misguided arrogance.  I am in no way saying he was not guilty, but we dont know him, his life, what lead him up to this,  It is about compassion.  If we had more of this, then we would see less abuse.  And help the cycle break more easily.

I can not see how a 20 year old boy could possibly be a sex offender.. Oregon, come on now..  This is a charge with broad spectrum... What I mean is this, when a boy is 18 and his girlfriend is 16 Oregon calls this a "sex offender"...

Really? Are you that naive?  Let me give you a few examples of cases I worked. 14 year old predator who molested all the children in his family runs from a detention facility and forcibly kidnaps and rapes a 7 year old girl. 16 year old babysitter commits sexual acts on 4 year old he is hired and entrusted to care for.
As for your example of consensual contact between an 18 year old and a 16 year old? It would not be prosecuted. Force or coercion involved, then different story.Â
There is a statute prohibiting prosecution (affirmative defense) when there is less than 3 years age difference between the two parties. But as an officer, I would be amiss if I did not notify the parents of the contact. That is as heavy as that gets.Â

Somebody already thought about this a long time ago. There is a misdemeanor called sexual misconduct, ORS 163.445, reserved for those adults having sex with "children under 18". That would be non-forced, victim cooperated (but legally cannot "consent"). It is reserved for those victims 16 and above. Under 16 and the charge is Rape3. As they get younger, the rape charge elevates.   ORS163.345 is the affirmative defense. It states if they are within 3 years age of each other-no force- no charge. This affirmative defense applies to the above crimes and most other "non-force" settings. This defense was written into the laws even before they were revised in the 1950's or 1960's. You think I am incorrect? I did this for 31 years. Prove me incorrect, show me the charge without leaving the state of Oregon. You, sir, are wrong.

Predator laws and rules such as sex offender registries are not designed to punish the perps, they're the best we've come up with to protect potential victims.... not from one person, but a very long list of people who need some sort of monitoring which includes the public, with awareness. Its not difficult to protect all children from one known bad-guy, But protecting just one child from every known bad-guy is a daunting task. Â This guys "sex offender" status had something to do with his intent to be seen by a child or children. The shoe fits. First thought? Suicide. Once a registered sex offender, now a dead sex offender. Death has no redeeming quality. Forgiveness is for mythical deities to distribute for the comfort of the living, not the dead.
WEll some good news for a change. One less sex offender on the streets to abuse some other person.

I still worry about my parents galavanting around the Pacific Northwest, knowing that creep may still be alive... I don't believe he is, I think he was killed shortly after his rampage. But it would be nice to have some closure....

Wow. 20 years old and already a registered sex offender. Of course the law is pretty broad in its definition and sometimes pretty ignorant too. But then who are we to judge the law? It's the law, so it MUST be right.

Just remember people that you can become a registered sex offender if you turn 18 and your girlfriend is 15. Since it does not state why he was a registered sex offender, there is that possibility.

 @Yamhill354 According to the OSP press release dated October 4th, he was wanted on multiple warrants as well as Felony Attempt to Elude, Escape and Parole Violation. You don't get put on Parole unless you've been to Prison. Otherwise, it is called Probation. The fact that he was also a Registered Sex Offender is really not so important in this case.

#1 - peeing behind a tree is not a violation of state law. Indecent exposure requires that it is with sexual intent. That's why the guy at the airport who stripped to protest didn't get in trouble.
#2 - Indecent exposure is a misdemeanor unless someone is already on the registered sex offender list; then it is a felony. Only felony sexual offenses require someone to be listed on the registry.

Good grief, you previous posters. He was awfully young, and somebody's child died. And while I'M NOT MAKING EXCUSES for his behavior, an offender that young almost certainly suffered abuse himself.
