Police: Armed man arrested in Southeast Portland

PORTLAND, Ore. -- Police arrested a man they said was seen in Southeast Portland on Wednesday evening armed with a knife and rifle.
At about 5 p.m., officers responded to the area of Southeast 65th Avenue and Rhone Street in the Foster-Powell neighborhood to a report of the armed man in the street.
Officers could hear the man yelling and swearing, and saw him kneeling and pointing the rifle at something not visible, according to a Portland Police Bureau spokesman.
The man surrendered, responding to officers' commands, and was taken into custody.
Patrick Shaffer, 31, identified as a transient, was booked in the Multnomah County Jail on suspicion of felon in possession of a firearm, unlawful possession of a firearm and unlawful use of a weapon.
Police said Shaffer was having a mental health crisis at the time of the incident.
They encourage anyone suffering from mental health problems or suicidal thoughts to contact Cascadia Behavioral Healthcare at 503-963-2575.

Good job on prevention there LE. See how well prohibiting him from having a firearm worked.
Cascadia 'Healthcare' is a joke. It's the boot-strap program anyone convicted of a DUII or drug-induced crime gets sent. The "counselors" there are mostly former/taking-a-break addicts themselves, with mail correspondence certificates of competency. If I knew someone who seriously needed help with addiction or managing substance abuse, the only use I would see in Cascadia for them would be as a restroom pit stop on the way to a real clinic.

Encouraging people feeling suicidal or who have mental health problems to contact Cascadia is about as helpful as smoking in a paint booth. The only help this bum with a gun would have gotten there would have come from another patient stealing his car, and the gun in it.
 @Don_Keyshow My cousin killed himself after being "TREATED" at Cascadia; he never thought of suicide until they medicated him with brain-frying meds & their ridiculous group therapy nonsense.
Why isn't he in housing, trained for a career, and employed?

Obviously the laws aimed at keeping firearms out of the hands of convicted felons and those with mental issues are working really well! Yeah, right!
