Over 140 dogs seized in Marion County, taken to OHS for care

MARION COUNTY, Ore. - More than 140 dogs were rescued early Monday morning and a woman was arrested after a criminal investigation in Marion County.
Dozens of dogs of many breeds, many needing medical help, are now staying at the Oregon Humane Society in Portland and at other local shelters after they arrived at around 2:30 a.m. Monday.
Oregon Humane Society workers say many of the dogs are not in good shape. The dogs were housed in an indoor facility at the Willamette Valley Animal Rescue in Brooks, located north of Salem, according to Don Thompson with the Marion County Sheriff's Office.
Monday afternoon, OHS said a total of 149 dogs were rescued.
Thompson said 120 of the dogs were suffering from neglect including malnutrition. Many were kept in filthy and overcrowded conditions.
Alicia Inglish, 24, was arrested and charged with 120 counts of animal neglect and one count of tampering with evidence. Thompson said more arrests are expected. 
A worker with the Oregon Humane Society, said they received reports of problems with an adoption of a dog from a Marion County facility that was supposed to be an animal rescue operation but "was more of a hoarding situation."
Thompson said deputies and code enforcement officers at first attempted to work with the operators of Willamette Valley Animal Rescue to resolve the complaints without taking formal enforcement action.
"Unfortunately, our efforts were met with a lack of cooperation," Thompson said in a press release. He also said the facility refused to work with the Oregon Humane Society.
Thompson said multiple dogs were found kept in small transport containers designed for just one animal and there was no staff at the facility. Only a small amount of dog food was found and water for the dogs was contaminated. Thompson said it appeared many of the dogs were fed stale bread.
Elsewhere on the property, dogs ran free or huddled in small runs. Feces and urine fouled the facility, Thompson said.
"Many of the dogs appeared to be extremely under weight and suffering from starvation and malnutrition. Others appeared sick and some had their eyes sealed shut with body fluids," Thompson said.
An OHS worker said all of the dogs would be cared for at the Portland facility and other local shelters.
He did not say when or if the dogs would be available for adoption. Thompson said 21 deputies and volunteers worked through the night to move the animals.

There needs to be severe criminal consequence for the intentionally CRUEL and depraved way she lied about taking good care of these already orphaned animals.Â

Years in jail to think about the harm she caused to innocent animals - over a hundred of them - is what she deserves. No mercy. None.Â
Well I have a dog that is so lucky as I adopted him 3 weeks ago from that group. I have spent a lot of money to get him healthy..they took my money, of course the microchip that was part of it I had to pay for when I registered him. I am sad for all the other dogs that were on tv and in the papers, but I hope they will find new homes as soon as they get healthy. My dog is loved and glad I saved him from that life, I wasn't ready to adopt the day I was looking but he just melted my heart.

Lets see here, how about 140 months in prison, a month for each of the animals she abused. Yoes she abused them and undoubtedly lied to those who entrusted her rescue to help the animals.

I have several dogs, however they are all from the same litter, we kept mom, dad and all of their puppies. Many years later we all still live as a family. No shortage of food, water, shelter (yes they have the run of the same house we live in) and lots and lots of LOVE. Oh and biscuits several times a day
We need better laws against people who hoard animals.
Well from the story, it looks like someone screwed up royally. They were a rescue group, but could not afford rescue etc. Close the place down completely until they can handle it. Until pet owners take the responsibility for their pets, things like this will continue. A toss away society actually
Some people run out and buy or adopt pets...then when the food bill gets high, some of them dump them. When the vet bills mount, they dump them. Sad really

Those poor babies. I don't have any compassion for animal hoarders, I hope she stays in jail for a long, long time. Hope these poor dogs recover and find loving, forever homes. Thank God for OHS.
aww..poor dogs..since i already have two dogs, i just wish these 140 dos will find a happy home, a good dog owner who can feed them with lots of yummy dog food =)
Now that my anger has subsided, I can play devils advocate. This lady suffers from a mental illness in the same way other hoarders do. She had a big heart and most likely started a relatively innocent animal rescue for dogs that are on the kill list at other shelters. Unfortunately, things got out of hand, and this lady has no way of saying no, or understanding the dire conditions in which she placed these dogs. The sad news is, some of these dogs will most likely be put down.
 @Riley35 Animal hoarders deserve no compassion. Mental illness is not an excuse for abusing animals. She didn't even want any help, since she wouldn't even cooperate with OHS.

You seem to have such low tolerance for those who abuse mans best friend and so I honestly don't think anyone who is reading this article cares what you think.  @Riley35 From what I know, OHS will go to very far to save a dog and euthanizing is last the option. I bet most, if not all, of these dogs will be saved. There will people knocking down the doors to adopt all these precious animals.Â
Anyone who abuses an animal is a P.O.S. I would like to put these abusers together in a small transport cage and let them sleep in urine for a few weeks. Maybe then they can feel what it is like for the poor animals. These people are scum sucking slime.

If you look at her Facebook page you would have no idea she would be capable of this. It appears she is very into rescue groups and saving the lives of animals. Very confusing.Â
I don't know the answer to this, but could she have started off with a couple of dogs and then others brought those they did not want and she could not say no? Did the volunteers or those who said they would help financially fail to come thru?

I rather doubt the lady did it on purpose. As another poster commented, she did not know when to say "NO more dogs". She probably got overwhelmed with it.
Not everyone can "Just Say No" to more animals, dogs, or kittens etc.
Not everyone can just say "Sorry, time to put them down"

 @Just Lookin Are you seriously trying to see the good of all this? She refused attempted contact and previous help from OHS? The dogs were in "terrible" conditions. I guess I shouldn't expect much from you just based on your clip art.Â

Those poor dogs..!  I'd ask WTH is wrong with people, but there's no easy answer to that one....
Hope all the dogs will recover and find good forever homes...
Perhaps making this women live in the same conditions for a week or two might clue her in to the misery she has brought upon these poor animals.
Wonder who will be paying for all this care and feeding? By the way, who provided all the pet carriers?
 @jpk It is pretty obvious you don't donate your time or money to The Oregon Human Society, and that you have never adopted an animal from a rescue organization let alone the Humane Society. For the rest of us who do donate time and money we can clue you in that OHS doesn't take one dime from concerned tax payers as yourself. Thanks for your concern and utmost compassion.

 @jpk Many of the pet carriers were what were actually being used to HOUSE them in (according to the article, sometimes more than one animal per container)
 @jpk The Oregon Humane Society is a private entity and I have contribute money to ease the suffering of animals. Maybe you could lend a hand if you can afford to donate?

Do you know the full complete story? Hanging someone is not a good suggestion.
From the story, it looks like someone wanted to do good, and got buried under all of the neglected or dumped animals.
When pet owners are held accountable for their pets, problems like this might just go away.
As long as people get a pet, keep it for awhile, realize it is a responsibilty, then dump it...this will happen more and more.

Maybe she did want to do good and it got out of hand, but how the heck does a person sleep at night knowing they have animals in a warehouse who are skin and bones, with eye infections and crammed into crates?Â
Don't put the suspect in jail if found guilty. Put him in a room with me for 5 minutes. Then walk away.
