Police say men ripping people off with surveillance scam
PORTLAND, Ore. – Portland police detectives say they have identified two men who were soliciting local businesses then ripping them off.
Investigators said as recently as this summer, Robert Chang-Syck Jun, 51, and Kevin Youn, 41, would go door-to-door to small businesses in Portland offering to set up a video surveillance system that can be accessed from the Internet.
They would collect deposits, police said, with a promise to come back and install the systems. But when it came time to do the work, victims said the men never showed up or returned calls.
The deposits ranged from $600 to $1,250. Many of the businesses targeted were owned by minorities, police said.
Victims told police that Jun and Youn had business cards, brochures, invoices and showed up wearing ID badges.
Three victims told police the suspects operated under the business name “Security One,” although when detectives started digging they couldn’t find any business registered under that name.
Police said the suspects also had businesses listed under the names "Advanced Digital Security," "ADI" and "JUNTEC Systems."
One victim, Victoria Gomez, who owns Tanelli's Doughnuts, told KATU News Friday night the men sold her on a system they said would protect her against thefts.
She considered getting a security system and surveillance cameras because her business is open until midnight and she worries what could happen at her Alberta neighborhood doughnut shop. Besides, she was robbed in February.
But she wasn't sure where to get that needed security or who she could trust with the investment she's made in her business.
Then two men walked in and laid their cards on the counter and even showed Gomez their website.
"They were very professionally spoken. I believe they were Korean," she said.
Gomez' husband was in the kitchen making doughnuts but he agreed they should get a surveillance system.
So Gomez signed a contract with the men, paid them $600 and agreed to pay another $600.
Both Jun and Youn contacted a KATU News reporter late Friday night by phone. They both said the business is legitimate but one said they were in financial trouble and haven’t been able to install the systems.
Both men live in Lake Oswego and said they didn’t know police were looking for them.
After the KATU story aired at 11 p.m. Friday, one of the men called back and said they were going to install Gomez' security system Saturday morning. He said he will make all of his customers whole. Gomez confirmed to KATU News she had received a call from the man and that he had told her his business would install the system Saturday morning.
Detectives say they are still continuing their investigation and would like to hear from anyone who might be a victim of similar fraud.

Here are a couple things you should consider when hiring a contractor:
- Make sure they're licensed with the state by checking the secretary of state's searchable business records online.
- And if they do plumbing, roofing or other contractor work, make sure they're licensed on the Construction Contractor's Board.
Do not pay anyone up front before you make sure you can trust them.
First I would remind everyone to not sign any contracts and/or give out any money in advance for anything. Robbing people with a business card. They must be taking advantage of uneducated and ignorant folks-you can buy a surveillance system for less than three hundred bucks at walmart. Second, I would remind everyone to put up a sign in their business that says "No Soliciting". You're never going to get anything good from some guy who walks in off the street selling things and/or wanting you to sign a contract. GTFO lol

@nostromo Actually it's the simple matter of checking CCB# before letting anyone install equipment on your premises. References are fine but it's the active CCB license that ensures liability insurance and a construction bond are in place to protect the consumer. Shot callers already know this. Your boss at Walmart wants you to stop being a jerk to everyone on the internet.

 @jpk My last girlfriend was Korean and owned two mom-and-pop stores and would only buy from Korean's except stuff like dairy and actual groceries. She made the same mistake way back when and of course blamed me since I was just a stupid White-boy & retired cop and even warned her. It is what it is in their culture...

I agree with margay1 on this one. I tell door-to-door sales men or women, "The products you are selling may be the very best on the market; your services may be indispensable; however, if I was looking for your goods or services, I'd be coming in to your business." It generally works quite well.
The way things are these days, I don't buy ANYTHING from door-to-door salespeople... and I would follow this same policy if I owned a business. Â Â There are just too many scammers, ID thieves, etc out there... Â and anybody can make up business cards, brochures, invoice forms, and ID badges...Â
The only thing I buy from door to door salesmen is Girl scout cookies and stuff from the kids that sell candy and mags. I also bought a Kirby Vacume once also. I tell every one else not interested.. I had to call the cops once for a pushy saleperson who would not leave. That guy was pushy, also was not lic. to sell or work in the city I live in. The cop told him to not bother people until he had the proper lic. Later that day the officer arrested that same person after he got his backsid kicked by an Irate homeowner.

We're ALL foreigners to one degree or another.
My Family came over from Norway durring the Revelutionary War. They came over to help America earn it's Independance from the British. Then to the war of 1812 and the Cival War.( I had family on both sides). They have been in just about every Conflict that America has had. They also helped stop the Indian Uprising in the Dakota's. I had a great great uncle who was a Rough Rider. He was later killed durring the trench warfare in WW1. 20 years later his oldest son my Great Uncle was killed when the Distroyer Shaw Blew up in Pearl Harbor on Dec. 7, 1941. My Grand Father was a PT Boat Skipper in WWII. He had 3 PT Boats shot out from under him. After the 3rd boat he was taken Prisoner and spent the last 2 1/2 years in Japan. Also lost a few Family member durring the Batan Death March after the fall of the Philipeans to the Japs. After the Fall of Japan my grand dad was returned safe but not sound. Later he would retire from the Navy after the Veitnam War. I Love this country and will stand up and Fight for her and give my life for America. We are all Immigrants one way or another. Just as long as you enter AMERICA LEGALLY................................ Â
