Man shot by police was on Salem's Top Ten Most Wanted list

KEIZER, Ore. - One of Salem's Top Ten Most Wanted - a man who has been on the run for nearly a year - was shot following a police pursuit on Wednesday.
It all began just before 9 a.m. in Salem near the intersection of Cordon Road N.E. and Carolina Avenue N.E. when police tried to pull over a vehicle that they knew had a wanted suspect inside.
The driver refused to stop and led police on a chase for around 13 miles. Several police agencies were involved in the pursuit, which went northbound on Cordon Road, into Brooks and ended up Keizer.
Spike strips were deployed at least once during the chase but the suspect was able to avoid them. Police ended up using their vehicles to block the driver near the intersection of Inland Shores Way North and Lockhaven Drive North.
At that point, the driver got out of the vehicle with some type of object in his hand, according to witnesses and police. Officers gave the driver commands and when he refused to comply, that's when one of the officers fired his weapon.
Police did not say how many shots were fired at the suspect, but witnesses told KATU they distinctly heard two.
"There was definitely two shots," said Scott Santana with Santana Insurance Agency, a nearby business. "I heard bam, bam and I ducked."
The suspect was transported to the hospital with unknown injuries. His condition is unknown at this point.
"He wasn't moving at all and then the cops came up and they were rolling him over and and checking him. And after that it was like he moved a little bit but the EMTs came," said Beth Mora. She also works at Santana Insurance Agency and saw the whole thing unfold from her desk.
"I got completely caught off guard because stuff like that never happens around here," said Alyssa M. Eckley, who works at Edward Jones Investments, which operates out of an adjoining office.
Eckley's office is in the rear of a building that faced the scene and she said she ran up to the front to see what was going on.
"I wasn't really worried that anyone was going to come in here (with a gun)," she said. "I was more worried about whether anyone needed help. Because I heard sirens and then gunshots. And then I went to make sure the ladies next door were OK."
Eckley and other witnesses said it all happened very fast - police chased the truck down the street, the truck stopped and a suspect got out, shots were fired and then the suspect was on the ground.
"It was like no questions asked - he got out and bam, bam - you're done," said Santana. "He had to have been showing a gun or something."
No officers were hurt during the incident and police said there were no evacuations of nearby homes or businesses. Nearby Chase Bank, however, did close following what happened.
The suspect was later identified as 29-year-old Gabriel D. Diaz of Salem. He has been on the Salem Police Department's Top Ten Most Wanted list since February of 2012.
The officer who fired at Diaz has been identified as Police Canine Officer Bruce Fineran, a 21-year veteran with the Salem Police Department. He has been placed on administrative leave, which is standard procedure.
Anyone with information that can help investigators is asked to call the Oregon State Police at 1-800-452-7888.
I wonder if they will let him keep those two pet caterpillars he keeps above his eyes?
Is he one of those poor babies that was brought here by force by his parents, that Obama is so proud of, and that Kitzhaber is determined to give an Oregon driver's licence to? How nice it must be to be a Liberal, and be able to ignore parasites like this loser and the millions of dollars in damage they do and the countless lives they destroy.
I can't believe we've allowed these kinds of things to happen after relative peace among our fellow countrymen for the last 200+ years. The native Americans must be rolling over in their graves at what we allow these foreigners to do. That's what you mean, right?
 @JGalt It's apparent that your comprehension skills don't quite live up to your avatar's namesake. If they did, you would know that it's the parasites that are the issue in my rant.  Â
"It was like no questions asked - he got out and bam, bam - you're done," said Santana. "He had to have been showing a gun or something."Â Â
Â
Sorry but Detaining scum isnt like waiting on hold to talk to your insurance agent Mr. Santana.
Clearly he spent more time thinking about his facial hair than pretty much everything else.
Probably an illegal too!
It would be a shame if Mr. Diaz did not recover. That would deprive us taxpayers of all the costs associated with trial and incarceration.
I admit the Police will shoot you quickly here in Oregon...and get a paid vacation afterwards.....I will not give them a reason to shoot at me....Good Deterrent....nice work SPD....
180 grain .45 +P+'s would have ended everything - we carried them as duty ammo and it penetrated any car and stopped the skel, period. We were allowed to carry .45's and not sure about Marion County - this skel will be hero in jail...
 @boned Sex offenders are rarely heroes in jail or anywhere else.
Ever carry a 10mm?
Â
Do you know who made them?
Have fun, Mr Diaz. I'll just consider the whole thing a swap. I spent the day avoiding a traffic snarl, and will end up footing the bill for your stay down at Salem Hospital.
Â
In return, I now know that one less cretin is on the streets of Salem/Keizer, and you get internal and soft tissue injuries, a bullet wound, and some more charges added to your rap sheet.
Â
Not quite a fair trade... but I'll defer the outstanding part of the debt for, I dunno, 6-12 years?
Â
Â
Ha, Ha ... He looks like Lon Chaney in The Faces of Fu Manchu.
Â
By The Way... He's on the run for a year in a small town like Salem and he didn't
think to flee to L.A. , New Orleans, etc. Its a little hard to hide in a small town.
 @PeterAWolf or.....That cat from the austin powers movie....Joe Son or "Random Task!!
 @SrianB  @PeterAWolfÂ
Wow, there are multiple levels of irony in drawing that comparison - check this out:

 @ThePosterFormerlyKnownAsPhredE  @PeterAWolf Yup, keyed into that one right away, I remember when that went to the wire.....pretty ironic all right! Sheesh.
"Man shot by police was on Salem's Top Ten Most Wanted list"
Â
Not any more.
Â
Maybe a few years away from those tweezers will make a man of him.
BAD NEWS!!!!!! The POS is at Salem hospital getting patched up so that he can waste our tax dollars and find a new victim.
Â
Would someone please flush the toilet!!!! Phred would you do us the honour.
and how to deal with these freaks on FB after this case:
http://www.katu.com/news/tech/Court-rules-sex-offender-Facebook-ban-unconstitutional-188063251.html
NDIANAPOLIS (AP) - An Indiana law that bans registered sex offenders from accessing Facebook and other social networking sites that can be accessed by children is unconstitutional, a federal appeals court ruled Wednesday.
 @lee986321 ~  Incredible, isn't it..???  How did our system get so twisted that we get appellate decisions like this..?!?   Criminals' "rights" over the safety of law-abiding citizens...
Have to admit, though, that even though I'm in favor of laws like the one Indiana had, I wonder how it could realistically be enforced...Â
 @margay1  @lee986321 The ACLU, Liberals. any congress and our judges are hamstrung - been there and I will keep my weapons...
 @boned  @margay1  @lee986321 You might want to take it easy on the ACLU Boned. They are an easy target because they often fight for unpopular legal decisions, nonetheless important to our civil liberties. I've supported the ACLU just as long as the NRA.
 @boned Careful there.  The American CIVIL LIBERTIES Union might very well be your ally when gun owners begin to have their civil liberties nibbled at bit by bit.  Just a thought.
 @lee986321 Gotta protect those perverts at all costs...screw the kids you can always make more right....sad we place perverts rights over child victims...
One down and out.. Time to put the fear in to these bad people.
 @lee986321 How? The guy is already idolized and be a hero in any jail for a few months...
 @boned  @lee986321Â
Probably not idolized if he has a sex offender label.. Everybody hates a chomo..
 @lee986321 ~  Well, they took him down... too darned bad he's not permanently "out" (at least according to the story right now)...Â
One sexual predator down and about a couple hundred thousand or more to go...
 @dreinin86 But, but, but they have rights way above the average citizen's rights - where have you been??
That's some nice shooting: double-tap, bad guy down. The officer should conduct some firearms training for the LEOs out in Washington County who fired many more shots (40?) at Timothy Cannon but only winged him..
All the LEOs go home safe tonight and one bad guy down. Â Thanks Salem PD. It has been a successful day.
I wish they'd said what he was wanted for. Surely they could have found out, since the guy was on their most wanted list.
 @SilverGuardian From story above:
Â
'It all began just before 9 a.m. in Salem near the intersection of Cordon Road N.E. and Carolina Avenue N.E. when police tried to pull over a vehicle that they knew had a wanted suspect inside.'
Â
At that point, they knew he had an active felony warrant and at that point, it becomes a high-risk felony stop. Â Different protocol is used for people they know ARE or are LIKELY to be dangerous.
 @SilverGuardian If you follow the link provided in the story, you can see the current list including the perp's info too.
 @SilverGuardian Sex Assault, Sex Abuse
HELL YES
Too bad the K-9 did not get to "Get Some".
I'll tell ya what, his grooming is fabulous.Â
Splash one tango.
There must be some mistake here, how could a guy that looks like this be a criminal?  Darn was he profiled by the white cops?
Â
Glad he is gone and I'll bet his victim is also.
 @FreerideNOT Can't find the status of the perp yet - still alive? dead? Wondering also..
Dead is best for the taxpayers and his victim.
 @FreerideNOT ...Still hoping for a successful outcome here!
Salem's Top Most Wanted are all harmless Marijuana Smokers that the cops & DA's piled on the charges...
 @August100 Ya so the weed smokers, turned to sex assault and sex abuse. Hmm ? Peregrine is right, you are definitely a special type of dumb.
 @dreinin86 Why would they they release him when they had him in the first place to take his photo?
 @August100 You're a special sort of dumb, aren't ya?
i was an eye witness and read his CHARGES( puiblic court records) and his charges are all heresay and did not involve rape of any kind or sex for that matter, nor was the "victim" a minor. Please get your facts straight!! The COPS are LIARS! and nothing they say or do change what we witnessed that morning!!! And this public stereotypical badgering of Mr Diaz by uneducated rednecks because he is of hispanic descent just proves that most of you on here are complete DUMB ASSES!!!
