Police: Suspect runs during 'high risk' stop, later shot at by officers
PORTLAND, Ore. - Police fired a less-lethal round and at least one bullet from a gun at a suspect who took off following a traffic stop.
The incident happened early Tuesday afternoon at Southeast 153rd and Division near a convenience store called K & S Market.
According to police, officers with the Portland Police Bureau's gang task force were doing surveillance as part of an ongoing investigation when they saw someone leave in a car armed with a gun.
Police followed the car and called Gresham police to assist in what they believed was going to be a high risk stop.
The suspects ended up stopping the car at Southeast 153rd and Division and when officers ordered everyone to get out, one guy took off on foot. Police said the man ignored their commands.
"All of a sudden I hear the screaming - stop, stop! And then the shots went off," said Paul James, who was in the area when it happened. "I dropped my bike and I ran across the street behind a truck. And the cops were telling everyone to take cover."
A chase ensued and police said they did, at some point, shoot a less-lethal round at the suspect. A Portland officer also fired at least one round from a handgun, police said.
"The third guy had guns drawn," James said. "They told him to raise his waistband. And he won't do it and he took off running. That's when the cops shot at him."
"All I hear is all these sirens," said Angela Hendrickson, who was also there at the time. "So I come out and a bunch of cops are down here."

The suspect, a 17-year-old black male, was later found hiding in a neighborhood and was transported to a hospital to be treated for unknown injuries.
Police said at this point they do not know whether the young man was hurt by the rounds that were shot at him or in some other way. His injuries were not life threatening.
Wednesday morning, police said the teen was released from the hospital and taken to the Donald E. Long Juvenile Detention Home on two counts of unlawful possession of a firearm. He was not identified.
No officers were injured during the incident.
Police said they did recover two handguns, which they believe the suspect was carrying when this all began. The guns were found in the neighborhood and police believe the suspect dropped them during the chase. As part of their investigation, police will be checking to see if the guns have been involved in any recent crimes.
Police also detained the two other people who were in the car.

Southeast Division Street was closed from 148th to 154th and police said it would likely stay shut down through the evening hours while they process the scene. For those who live in the neighborhood, police said there is no threat to anyone in the area.
Portland Police Chief Mike Reese was at the scene and talked about the gang enforcement's emphasis on getting guns out of gang member's hands. He said they've recovered several firearms in just the past couple of days.
"As this incident illustrates, there are too many firearms in our community," Reese said. "Just in the last two days, the task force and gang enforcement team members have recovered six handguns, one of which was fully auto. We're very concerned about the number of gang members and gang associates carrying firearms."
"It's been a significant couple of days for gun seizures," said Sgt. Pete Simpson with the Portland Police Bureau, who agreed with the chief that getting guns off the streets is definitely a priority for gang officers.
Although at this point it appears this was an incident involving a gang, police have not yet confirmed whether that is the case.

The description of the suspect is somehow not surprising.
I haven't seen any real negative comments yet but please remember a couple of things. If the cops have articulatable facts or reasons to believe that the person they are trying to take into custody has used deadly force against others or has caused serious physical injury or attempted to cause either then the fleeing felon rules come into affect and the cops can use deadly force in order to stop that person and take them into custody. The fact that they were doing surveillance on this guy tells me they knew he was a pretty dangerous person. Remember everyone, the police have rules & laws they follow, while gang members and people like them don't care who they hurt in order to get what they want.
According to Portland Police Chief Michael Reese, "As this incident illustrates, there are too many firearms in our community" . Them thars fightin' words, Michael. Translation - "Me and mah buddies are the only ones who shuld be armd in this har nighborhood". Remember, when your life is on the line, a cop is only minutes away ...

If the Police Chief was talking about felons in possesion of a firearm, then he would have said so. No, I disagree with you. I think the Chief said exactly what he thinks, and that is he would rather blame the problem on too many guns and not on too many people choosing to use a gun in a criminal manner. If he mis-spoke, then he needs to clarify his statement.

As for the idea that gang members shouldn't have a gun, then as long as whoever gets to decide what constitutes a "gang member' includes everyone in the Democratic Party, then I would agree with you. ;)

This made my drive home from Lost Lake more interesting than I was expecting .... glad the bad guys are dead/wounded and the PPB are ok. Sheesh. Keep doing stupid crap, gangbangers.

I have no problem with the police shooting gang members, or gang members shooting each other but when they pretend like they don't know what's happening it raises red flags.

There is no [enhanced]-Magic-Bullet theory. Bullets do not decide on their own to leave the chamber and hit a person they think deserves it. Someone has to pull the gun from their holster, aim it, and pull the trigger.

@molotovmouse to clarify, they spokesman for the police at the time of the interview did not have a proper report, therefore he says may have to cover both bases, as far as he knew at the time there was speculation of a shot being fired but had not been confirmed. I have nothing to do with this incedent I just am using a little common sense. Its not that hard to figure out
Public safety trumps the police investigation. It should be easy to find out if somone fired his side arm.
 @franksbeans  @molotovmouse The problem is that if the cops say they don't want to talk about it yet, everyone says they are covering something up. If the the spokesman says "I don't have all the facts but this is what I know." Everyone says they are covering it up. Please remember they conducting an active criminal investigation into a serious use of force and just by the nature of that it is downright foolhardy to release every single bit of information to the media no matter what.Â

Â Which we all know in regards to L.E. training, that is a big no, no. I live right there. He jumped my fence, took off through my neighborhood GUNS (plural) IN HAND! Then hid them in my neighbors back yard. Luckily the one 12yo boy that was outside was called home by dad when shots were fired.

You see, the police go to the range. That's called gun control when you hit your target. Unlike the gangsters that spray bullets everywhere, including innocent people.
The article so far reads that the gunshot wound is not life-threatening. Sounds like a bit more time on the range might be needed.
 @Dirtman From my medical training only about 15% of gunshot wounds are lethal. The cops were most likely shooting handguns at these "fine" citizens. I think Portland uses 9mm which doesn't do much damage at all, pretty much just a little hole in the body.Â
