Grandson, 17, arrested for death of Milwaukie woman
MILWAUKIE, Ore. - Police investigating a suspicious death in Milwaukie have arrested the victim's 17-year-old grandson on murder charges.
Officers were called at about noon Monday to conduct a welfare check at a residence in the 2800 block of Southeast Monroe Street. When they arrived, they found a woman in her 60s dead in the home.
She was identified Tuesday as 63-year-old Donna Irene Tennant. Police identified the suspect, her grandson, as Andrew Taylor Johnson.
"Information obtained through the criminal investigation resulted in a late-night arrest of the grandson, who was located near Jantzen Beach in North Portland," the Milwaukie Police Department said early Tuesday morning.
Police also said Johnson lived with Tennant. He turned 17 on Nov. 25.
Johnson has been charged with aggravated murder, police said. They did not release any information about how Tennant was killed or a possible motive.
People who live in the area said they knew Tennant. They said she was sweet and pleasant and called the investigation unnerving.
Neighbor Patrick Jones said Tennant was "very pleasant, very kind, and a good neighbor."
Monroe Street between 28th and 29th avenues was temporarily closed as part of the investigation.
The Clackamas County Medical Examiner's Office and the Clackamas County Major Crimes Team are assisting in the investigation.

Poor lady. She was probably put in a situation she never imagined by a worthless daughter. Took in her grandson hoping to straighten him out and gets killed for her efforts.Â

Can anyone explain how "welfare checks" are conducted? I'm also 63 (no grandkids yet) and live alone and able to work from home. Are these checks done only when family members can't reach you? Are they done thru some agency for the elderly? If neighbors don't see you for awhile, do they call the police then? I'm just wondering what made the welfare check happen...I wonder who called.

I initiated one when I had a paper route at age 13. The woman passed away and after the second day she did not pick up her paper I called the Police. They checked and she was there but still gone. In the old days we called it being Nieghbors.
 @fracas ~  I think those "welfare checks" can be initiated by pretty much anyone who knows the person in question and can give police a reason for their concern.   Family members and/or friends/co-workers who haven't been able to reach the person...  or, if you're lucky to have neighbors who care enough to notice when people that they normally see "out and about" don't appear for a while... perhaps even more so when they know the person lives alone and/or is elderly or disabled...  I know even postal delivery workers have been known to alert the police when they notice someone's mail piling up in the mailbox, and that's not a normal occurrence. Â

My family had not heard, nor seen our Grandmother for a few days. My Mother called the PPD and asked them to check...This "Kind of" gives them some permission to enter the premises for a "Welfare" check as we didn't have a spare key.

 @disgustedman  Police officers actually have two functions, law enforcement and community caretaking. "Welfare checks" fall under the community caretaking function.Â

Back in the day I was called by an employer to check the welfare of a middle-aged hotel employee who hadn't shown up for work for a couple days. I found her unconscious on her bedroom floor. Her body core temp had dropped to 86 degrees.. She barely survived, but after spending a week in the hospital she went home and was grateful that someone cared enough to call the cops.
Anyone remember Chucky from Childs play? Yeah, well he's all grown up now. Still got that creepy baby face though.

This is the end result of a society that has banned discipline in the home. There are times when strict discipline is needed. There is nothing wrong with a spanking when justified. There is a huge problem when kids learn they can do anything they want and parents are restricted from being able to do anything to correct the bad behavior. GET OUR GOVT OUT OF THE HOME! Allow parents to teach and discipline so kids can function properly in society.
@None Totally agreed dude. I'm 30 something and watching 5 year old kids these days have no fear of their parents with the "time out" discipline, makes me wonder how much worse it can get.

Would just about bet most of you are right, suspecting drugs. Too many forget that when a person goes down the tube with drugs, they take about 6 people down with them (emotionally and financially).  Condolences to the rest of the family.
