PORTLAND, Ore. – After a KATU News report last week, local groups have told a sex offender refereeing children's games in the Portland area to lay down the whistle.
Stanley Washington served as an official for girls' games in Gresham. Now he's in jail on charges for failing to register as a sex offender. Additionally, his ability to access kids on the court has dramatically changed.
Many refereeing groups do not do background checks so sex offenders can get jobs working kids' games.
Ref Corps, which works with Catholic Youth Organization, is one of those groups that dismissed Washington. On Saturdays kids fill the gyms of schools like All Saints in Northeast Portland and team up for basketball with CYO.
The head of Ref Corps said he did not know that Washington pleaded guilty in 1993 at the age of 32 to Rape II with a girl under 14.
Other groups like HoopSource, PortlandBasketball.com and Oregon Prep Basketball that hired Washington have also dismissed him.
"I think when people offend children that you don't get a second chance to do that. That's how we feel at CYO," said Sister Krista von Borstel.
She said her group has many safeguards in place that include having site officials at each school for games to keep watch, trained team athletic directors and coaches it certifies – giving them background checks and making sure there are always two coaches per team so kids won’t be alone with an adult.
"We have to for all practical purposes pretend like everyone could be unsafe to be around, thereby making everyone safe," said Sister Krista.
But refs slipped by. Now Ref Corps will do background checks so kids playing for the Catholic Youth Organization in Portland will have one more layer of protection.
"CYO is all about making great memories for kids. So everything that we can do to make kids safe is going to be a good memory," Sister Krista said.
There is a state group that does background checks for high-school-sports officials but no such unified group for other kids. It's each organization's choice.

Good move on the part of the organization. It is too bad me messed up years ago, but he should have realized what the laws are. Some laws go a bit too far, like the post below about a person in their own home, walking around naked. Then being labeled a sex offender.Â

@Just Lookin I know a guy who was cited for walking around naked in his home... he lived across the street from a retirement center in Corvallis, and came out of his shower without realizing the blinds were still open. Some frightened biddy called the police about the naked hippie.
They fined him for it and it was pretty embarrassing for him (he looks like Jesus, and is about as menacing) but the interesting thing is, he's not a registered sex offender. I wonder how many convicted offenders were "just walking around their home naked" because as you know, in places like Portland it's perfectly illegal for people to parade up the street or ride bikes naked in public. You have to be urinating or being sexual to get busted for it.
On the other hand, we all know that everybody in prison is innocent.

I applaud the organizations for dismissing this referee and for KATU for bringing it to their attention. This man showed a lack of judgement by accepting the position in the first place as a sex offender. I'm glad the loophole was closed for background checks for the referees. I don't believe that those who can cross the line to harm a child can be rehabilitated.Â

Yet we still can't get the PPB to submit to monthly drug tests.
I sat in the in the Beaverton court and watched some guy get convicted of walking around his house with no clothes on in the morning, and because some window was slightly open the judge required him to sign up as a sex offender. What from transpired in the court room it sounded like the mother & her kid weren't minding their own business. The whole sex offender definition is way to broad and lots of things, stupid things, can get you labelled for life, unless you have a ton of cash to get a decent attorney.
