Veterans left high and dry when assistance checks bounce

VANCOUVER, Wash. - "I got no water, I got no water,” Air Force veteran Stan Gebarowski says as he turns non-functioning spigots in his Vancouver home.
      
Gebarowski served his country, but now the veteran finds himself in a bind because his critical assistance checks have bounced.
    
And he's not the only Clark County military veteran to be left in the lurch over some important but unpaid bills.

Bottled water is the only way Gebarowski could supply his dog with a drink. There's no water for the shower – or the toilets.

Gebarowski said he fell on hard times, so the Clark County Veteran's relief program sent him a check to pay for his rent and also to pay his water bill.

Both bounced and Stan has been on the phone trying to figure what to do next. Talking to an administrator, Gebarowski tells them of delays and desperation. The funds were supposed to be there last Friday. Now, the person on the other end of the line says he has to wait until Thursday.

Gebarowski replies that last Friday and Monday, let alone this Thursday, is too late to do him any good. The water remains off.

The veteran's relief program is funded by Clark County, but the American Legion runs the program and sends out the checks.

The American Legion claims Clark County never delivered all the cash. The county says the American Legion was writing too many checks.

Michael Jajan, who helps administrate the veterans assistance program, said “I honestly can't tell you where the blame is, as a matter of fact I don't think one is to blame, I think it's just one of those administrative things that happens."

Ron Curtain with the Clark County Department of Community Services, said “we let the American Legion know we expect them to have money in their account and that no more checks should bounce, and they need to take care of that immediately and they said they would."

Meanwhile, Clark County officials have intervened on Gebarowski ‘s behalf by telling his landlord good checks are coming.

And on Tuesday afternoon, Stan Gebarowski’s water finally came back on. Clark County officials say they are trying to figure out just how many vets need their payment situations straightened out.
