A turf war is being waged at a local park district.
Coaches and parents say a soccer club with ties to the Timbers and to a district board member controls the soccer fields.
They say that leaves their kids on the sidelines even as the park district collects their taxes to pay for those fields.
The Westside Timbers recently practiced for the upcoming tournament season on one of Tualatin Hills Park District's synthetic turf fields – a brand new field at the MLS Timber’s exclusive practice facility.
The club, formally known as Westside Metros, was founded by Beaverton Mayor Denny Doyle who collected a paycheck of $45,890 from Westside even while he was in the mayor's office.
Bill Kanable is on the Tualatin Hills Parks Board and helps schedule who gets to play on the district's fields.
He's also the field coordinator for the teams in the Westside soccer clubs, which is something that doesn't sit well with other soccer clubs in the district.
"These are huge conflicts of interest that anyone can see," said Paul Blackmore, president of Aloha United Soccer, which is another club in the district. "So we have a privileged few who are politically connected getting all of the access to the field. Meanwhile, the rest of us are told to go away."
He says thousands of kids from Tualatin Hills are denied field time while a few hundred youth soccer players from Kanable's teams and one other club get unfettered access.
"They are heartless. They don't give a damn," Blackmore said. "They have been denying us and the other clubs for eight years - essentially lying to us."
The dispute is over Tualatin Hills seven synthetic turf fields. When it rains hard, as it often does eight months out of the year, the park district's general manager, Doug Menke, says the natural grass fields are closed to limit damage. That leaves only the synthetic fields open.
"It's almost a management tool by which you go about protecting the resource for all the public," Menke said. "We don't have enough synthetic surface fields to supply the 7,000 recreational kids.”
Laura Bourn says the only teams being protected are the Westside Timbers and another youth soccer program named Tualatin Hills United Soccer Club.
"It seems very biased," she said.
Despite living in the district, her child, who plays youth soccer, is often left without a field to play on.
Through decade-long contracts, Westside and Tualatin Hills United locked up the rights to use or designate the "soccer-playing" time on synthetic fields. They pay $7 per hour for the fields, which is the same rate other teams pay on the rare occasions they get to play on the synthetic turf.
The district says they can’t void the contracts because they are binding contracts. Menke says the district's attorney assures him there is no conflict of interest.
"I'm comfortable that we are managing the public's resource as efficiently as we can," he said.
He admits the synthetic fields get almost four times as much playing time as the natural grass because they drain well and are playable during heavy rains. But that leaves thousands of young soccer players watching from the sidelines while the region's premiere competitive youth teams play on.
Parents and coaches want the district to re-evaluate the issue and provide equal playing time to every soccer club and not just those with ties to people in power.
"It's called sharing, and especially when it's tax paid money," said Blackmore. "Not one club gets 85 percent of the fields, the other club gets 15 and the rest of you are told to go find your own way."
Bourn said, "It should be providing a good chance for everybody in the district to play, and there's tons of kids out there who want to play soccer."
Menke says three new fields should be ready to play on soon, and he says the district is also re-evaluating how field time is divided up. But he admits the pressures for field time will likely continue to grow as soccer grows.

According to the documents on AUSC's site that I read THPRD basically stole/obtained through some nefarious means AUSC's membership data. You want people to ignore that and instead ask him to provide free credit reports? Under the credit reporting laws consumers can place a no charge freeze on their credit reports if they've been stolen etc etc Are you a member of AUSC if you are you should contact THPRD and ask what data did they get and who did they get it from.

Additionally their website lists a request by the soccer club for Mr. Brucker to provide evidence to back up claims he made in the letter he sent. Mr. Brucker appears to be unable to provide that evidence. Why don't you ask THPRD why he would make false statements on THPRD's letterhead?

I would suggest you contact THPRD and ask them why Scott Brucker of THPRD did what he did. THPRD's actions in this matter are absolutely outrageous! Why don't you call all the news stations including KATU 2 and ask to appear on air to clarify your claims. That your screen name is "AUSC Hater" probably causes many folks to question your impartiality!

If as you claim he has "publicly named" innocent parties I am at a loss to know who you are referring to? Can you name someone who is "innocent" and where that is listed in any of the documents on AUSC's site? He names Mr. Brucker as having used/accessed AUSC's membership data without AUSC's permission I'm assuming Mr. Brucker sent such a letter using AUSC's membership data otherwise I highly doubt Mr. Blackmore would have posted the letter he sent to the Gen Mgr. of THPRD complaining about Mr. Brucker's actions. If Mr. Brucker has or had permission to use their data I am assuming he would have provided that to AUSC by now.Â

Thom Jensen - you need to update your story as AUSC has failed to protect AU member information. This fact has been confirmed by Paul Blackmore himself via postings and letters to his members. You can find them on the AUSC website. And furthermore he has publicly named innocent parties, who have not been charged, as to being guilty of this, making him subject to defamation of character.  Please see the AUSC website for full information.Â

I encourage all AUSC members to demand AUSC to provide free credit reporting for a minimum of one year to protect yourself from identity theft as a result of this loss of information. If your identity is stolen, you should demand AUSC be held accountable for this and that they pay all restitution for restoring your credit rating and for any costs that you incur.Â

AUSC has lost all members personal information which they say puts club members at personal and financial risk. Don't be a victim. Demand AUSC take responsibility for this.
It's easy enough to figure out. Have field requests in writing and force the district to be accountable and report the answers to those requests. Have a policy in place as to how to distribute field use. Have THPRD provide a public report to tax payers. Get it in writing. End of argument. Any agency receiving public funds should be publicly accountable for how they use 'em. It's not rocket science.
It's not just a synthetic turf problem. A small club my child played with got so tired of fighting for ANY kind of field space, that they gave up and folded business. I personally contacted THPRD while supporting a trainer who was looking to use field space of any sort, for small-group training. I was simply told there was no room. However, the trainer was using a school's field on a regular basis, but wanted to officially secure the time, to abide by the district's rules. He was the only one on the field 90% of the time. I then contacted a principal friend at one of the grade schools who informed me that she rarely saw anyone using the school's field on the weekend when we were looking for space. Now, we began to look into this further, asking the question why can't we reserve (and pay for) the space when no one is even there....we just don't have the time to work with the smaller groups we were told. So sick of soccer politics around here.

I must say this debate in the comments is fascinating. To be honest there is more information in the comments section than in the story. The story seems like a total hack job by Mr Jensen and Mr Blackmoore simply comes off looking like he lost his ball and believes the bigger kids took it. It's what most people expect to see from "local news". We really deserve better than that Mr. Jensen. I think you would do the entire Metro area a service if you were to shed a more in depth light on how the entire youth soccer scene is broken in Oregon. That aside, it seems the issue isn't that the fields are being taken by bigger clubs it seems to be that there are not enough fields to support all organizations. So what is the fair thing to do? Build more frik'in fields brainchild! As a coach and a person dedicated to keeping kids in athletics and as a one who is intimately aware of the politics of youth sports (mostly soccer), I can tell you that the amount of fields available does not support the amount of use the public wants. And it is only getting worse. To give a little better picture of the amount of use on those turf fields take a look at how many WST teams practice on those fields per session. It's 6-8... full teams... now tell me those rec teams are doing the same. It's obvious there aren't enough fields and we have this headquarters for the 2 biggest sports companies in the world right here! Show us some love Nike or Adidas! Look I'm just a local guy who coaches elite teams, rec teams, coaches and parents. I volunteer at a local club because I want to insure that anyone who wants to play gets the opportunity. So let's get our local elected officials on the same page. If they can't do it, we are going to have to raise rates and do it ourselves. At my club we are working on a plan to build our own fields but we also give large donations to maintain local fields. Contrary to what your assumptions may be these donations are NOT made at the same level by other sports using the fields. However the question is about whether we want to be able to give all our players a good experience on a good field. Our answer is yes and thus we make those contributions which benefit everyone using the fields. There are many more constructive ways to approach the subject of our local fields than a fluff piece like this. However if it gets some more us off our butts and talking about it I guess it's a good thing. Hopefully all of the angst isn't waisted here in the forum comments.

The only problem with you argument being Aloha United has about 3 times as many kids in its club as do the Metros. As a matter of fact the Metros are one of the smallest clubs on the Westside. I thought the story was ok. I would've like to have seen Bill Kanable respond to the allegations, that he hasn't appears to be a "silent" acknowledgement as to the accuracy of the story. Seriously if the local TV station aired a story that I was doing what the other soccer clubs are accusing Kanable of doing I'd be "Screaming" at the TV station to interview me so that I could respond. I will say that the guy they interviewed from the Park District Doug Menke who is the General Manager sure didn't look comfortable answering the reporters questions.

As for old Double Dip Denny Doyle - What exactly is he getting an additional 50K a year for on top of his salary as mayor of Beaverton (I believe he makes a $120,000 + as mayor)Â Is it legal?Â

The story that I would really like to see done is why did the park district give $900,000 to the Timbers for their new practice facility. My wife took our kids to the Grand Opening that they held a couple of weeks ago and they gave tours of the building that they bought. It's a huge industrial building which they paid "umpteen" million dollars for and it is essentially empty. Except of course for the Timbers Locker Room/Office. Which means on top of paying for the property out of taxpayer funds the district is now losing money on a empty i.e. vacant/not rented/not generating income Timbers Taj Mahal. The building has to be about 100,000 square feet and the Timbers only take up about 5,000 sq ft. The district has put its maintenance dept and some other employees in there to try and make it look like a good idea but its essentially empty. Seriously who got paid off on this boondoggle ? You don't think Old Double Dip has his greasy hands in this do ya?
As an FYI, Paul Blackmoe was wrong: this problem has been around longer than 8 years.

I am a licensed classic coach and was previously involved in Aloha's rec program, Aloha United's program, and the THUSC program. I have served on boards in various roles (officers/advisor) for all 3, the THJSL Board, and acted as the Fields Coordinator for Aloha for several years. I was on the THJSL Board when Bill Kanable was elected to his THPRD position. At that time, he was THJSL President, Fields Committee Chairman, and President of Westside Warriors Rec Soccer Club. He agreed there "might" be a conflict of interest and that he should start relinquishing some of his roles in the soccer community. I was the next most senior Field's person on the Field Committee, however, Bill handed his Chairmanship of the Fields Committee over to a new member/Westside Metro's colleague bypassing the parlimentary rules due to his THJSL presidency. Although I left the soccer community several years ago I understand Bill is again running the fields directly now rather than through his "puppet" colleague. I have been out of this situation for over 5 years but can offer the following historic perspective...

While I served with Bill he openly stated that he saw no need for other clubs and that by getting rid of the smaller clubs soccer would be better. He specifically stated that Aloha United should never have formed (I had nothing to do with this) and therefore, deserved no synthetic field time. To alleviate their field problem the Aloha Soccer board donated $50,000 to the installation of Aloha High Schools new turf field (prior to my time). Additionally, they petitioned US Youth Soccer to donate another $100,000+ to the project. This was all done so that Aloha Youth Soccer could have "preferential use" of the turf field at Aloha High School when not being used by the district. Unfortunately for Aloha Youth Soccer, their donation was on a verbal agreement with the outgoing athletic director, and THPRD shortly thereafter, at the Field's Committee urging, made arrangements with the Beaverton School District to help manage their turf fields. The net result: Aloha United lost most of its anticipated use of Aloha High School's field AND Bill Kanable's Westside Metros were now playing on field paid for in part by Aloha Youth Soccer. Kanable's response to this was, "I told you not to try to end run me."

Also around this time THPRD turned its "Field #2" at the Rec Center into turf. Both THUSC and Kanable's WSM already controlled the ideal practice times on "Field #1." Other clubs, including Aloha United were hoping to get time on the new field, however, through his connections at THPRD, Kanable was able to "lease" all of the desirable practice times for his club before the project was even confirmed that it would be completed. Kanable then managed these times and "sub-letted" to other clubs if he saw fit.

What this article and the general population also fail to realize, that this conflict is NOT just competitve soccer vs rec soccer. While all know that the "classic teams" get more field time than the rec teams, which as a coach, I agree with. However, Bill Kanable's WWSC REC teams ALSO had unfettered access to fields compared to the other rec clubs in THJSL because he determined which clubs got how many fields and which ones (quality was an issue with many of the grass fields). THJSL/THPRD had formula in place to make sure that the fields for rec were distributed according to need (ie. a club with 1000 players gets more field time than a club with 400 players). While I served, there were demands for this rule to be enforced; Kanable never followed the ruling exactly as WWSC had a large amount of fields and I suspect they would have lost "acreage" to the other clubs that were growing. Bill also allowed his rec clubs to use "extra" synthetic field time when the Westside Metro teams were not using them because he stated he had "already paid for the time." This, therefore, allowed his rec teams to use turf fields that the other rec clubs had no way of utilizing.

Finally, THPRD charges $7/hour for soccer field usage: turf or grass. Is if fair to charge a competitive team $7/hr to practice on a nice turf field at the same time they charge a rec team $7/hr to practice on a grass field that is not watered (most of the grade schools), covered in goose crap (Commonwealth Park), or muddy because half the field is actually a baseball infield (several schools)?

These events, as I said, occurred previously (approximately 2000-2007) and had been going on prior to my tenure. Although I have not had the pleasure of "working" with Mr. Kanable the last 5 years it appears not much has changed.
Interesting that you make so many claims about what "Bill" said and/or did under an anonymous name. To lend some validity to these statements, you should identify yourself -- I like to know facts, but when you make substantial claims (both in this comment and more below) from an anonymous position, I refuse to believe any of them. And, come on Momsoccer...thanking "soccerdoodman" for "shedding some light" on this problem...how has any light been shed? If these claims can be proven to be true, then that is one thing, but a bunch of anonymous claims do not lead us anywhere closer to the truth than we were before this article was even written.

The point of this story is that ALL kids from ALL clubs should have EQUAL playing time on ALL FIELDS. I've seen practice schedules from Westside and they had turf fields all winter long to practice on, as if they were the only club around. That doesn't seem right to me.Â

As far as comments on what may or not may not be happening with Aloha United Soccer Club, that has nothing to do with this story. Just because they were the only club on this broadcast doesn't mean it's not happening to other clubs. I've been to THPRD and THJSL board meetings and Aloha was not the only club there to talk about field use.Â
What other recognized competitive clubs existing in the THPRD boundaries are complaining about field use?    Maybe those clubs should have been part of the story.   This was a poorly put together news segment that apparently didn't look into the details enough to provide a good picture of the dynamics of youth soccer in this district.       As far as my comments about what happened with AUSC, knowing the recent history of the club helps to paint the entire picture of the complaint.  Â
This is a sorry piece of investigative journalism where they built a story around the information from one person.   They also neglect to understand the difference between recreational and competitive soccer blurring the lines between the two.    They shouldnât even discuss recreational soccer in this story as they donât play year round and all practice on grass fields with, in my experience, equal access to fields.  They are comparing apples to oranges as if they donât know the difference between the two. As far as competitive programs, Aloha only has a couple of teams (to my knowledge).   Maybe KATU should investigate why the Aloha United competitive program is in the shape it is in and nearly collapsed (and lost all of their established coaches) a little over a year ago due to actions of the current president of the club.Â
 @Soccerdad You mean due to the previous President actions that was trying to protect the Nonprofit status versus what Westside has done for many years and still going, AUSC has moved on with stronger new board . AUSC does not have a maire on payroll last time I checked. I have great news for you, AUSC is here to stay.
@Soccerdad Part of the reason AUSC had difficulty growing (when I was involved) was because they were not offered/could not get field time like WSM and THUSC. They were very limited in practice time making them less attractive than the other clubs. Bill Kanable would not recognize these players and said they should use the fields already assigned to Aloha's Rec program (which only ran part of the year). Additionally, I told Bill that if the AUSC kids were going to be using AYSC field time that they should be "added into" our computational number to determine the number of fields that AYSC got for fall practices. Bill back-pedaled at this and claimed that they (AUSC players) could not be counted this way because they were not Rec players. In other words, he speaks with forked tongue.
@Soccerdad If only a couple of Aloha teams, then why can't they play on the fields?!? How do you not see a conflict of interest with a THPRD board member also the president of the soccer club that benefits from keeping the Aloha kids from playing. Not to mention the mayor getting a paycheck fromt the soccer club.
He is president of the recreational club that plays on the same grass fields that all other rec programs play on. So when the fields are closed his club suffers just as much as Aloha.     It is clear that we don't have enough turf fields to have all rec teams practice which is a darn shame that we can all agree on, but we are talking competitive soccer that plays/practices year round.   The story quotes that thousands of kids are denied access and I argue that number is blown out of proportion.  Obviously they need to work out a compromise.
Right...and sports in the only place we find that in society...particularly soccer! In all other activities and interests, it's usually the average kid/person who gets all the attention and training to be the best. Good call, Pete.
 @Soccerdad It would make sense that ALL competitive teams/clubs be allowed time on the turf fields. The fact is that not ALL of the competitive teams have equal time on these fields. Even the other club listed in the story gets less time then Kanable's club. If we all pay taxes then all of our kids deserve fair time. Â
You sound pretty elitist to me. Same as in all sports. The best atheletes get all the attention and privileges and the average kids who just wants to have fun and play soccer gets screwed.Â

Yep... it is all about a 'fair deal' like our being kicked off of Tualatin Valley Parks and Rec soccer fields because we were wearing Hillsboro Soccer Club uniforms and were having a 'team building' game on the empty field at Powerline Park in Rock Creek (Hillsboro).... didn't matter that I live in the neighborhood, pay taxes to TVPR and that we were present only because it was my son's birthday party... We were told that the fields were reserved.
So we went down Rock Creek Blvd. to the little park next to the Four Square Church, only to have the TVPR truck show up again and say we couldn't play there either! Nothing like playing favorites!!!
It is disappointing that you got kicked off the fields, but that has nothing to do with this story.  It wasn't a Westside truck that showed up to kick you off, but a TVPR truck.   I remember growing up where you could just go to a field at a school and have fun playing sports.
 @Soccerdad It's more the fact that so many of these 'Elite' organizations have tied up these fields in nearly ironclad contracts keeping the kids from just playing soccer. We even ran into problems at Liberty H.S. for use of the fields because F.C. Portland greased the palms of the right people in the school district to claim those fields... it has become more a case of who is paying off who in Oregon Soccer than a game for the kids to play!

Good questions, kumitekat!   I could understand this (the "contracts") if these were privately-owned fields...but PUBLIC property?   How exactly are they authorized to make contracts regarding the use of tax-payer-funded public fields, especially when the contracts appear to EXCLUDE (or at least severely restrict) the use of the fields by the public??? Â
Or how about accepting $45,800 while he was mayor. This sounds fishy to me.
Shame on you mayor Doyle and Bill Kanable. Let the kids play, we pay for the fields. Make it right or you will not be elected officials for long...

I hate soccer. Just about every part about it. The lack of skill needed to play, the organizations, watching a game where the score is likely to end at 0-0, the parents who are so involved in their kids soccer hobby that they treat it like something that will fund their retirement, and especially the tournaments/games that take place all over the metropolitan area, forcing all these families to drive around, wasting time, fuel and weekends to watch their kid run around and yell "center it" from the sidelines.

 @Speedster Have a few more beers and have your kid serve as an intern for that great Mayor of Portland.... there are many who enjoy a good low scoring game of Futbol over a game of Football any day of the week! I have two boys who enjoyed the game and I stood behind them, cheered them on good or bad... not like my Dad who beat my butt for missing a pass during a game of Youth Football!
I know very little about soccer (it hadn't caught on here in the US when my son was growing up)...but with all the (justifiable) concern these days about kids just sitting around, watching garbage on TV and/or playing endless video games, I would think that parents would be pleased to have their kids involved in anything that's legal, is fun for them, and involves physical activity.  Perhaps we need to put a little LESS stress on the competitve aspects of whatever games the kids are playing ~ and a lot MORE stress on them just enjoying what they're doing, and learing some good things (eg: good sportsmanship and teamwork) along with the fun!  Â

You can't be serious in saying soccer isn't a skilled based sport. Every play the game? It requires not only skill but endurance. How much skill is involved in playing right field in little league? Just because you don't like the game doesn't give you the right to disrepect that those that like and play soccer.
@Speedster Sorry, but, it's far more skill to use your feet to do something than your hands. It's far easier to use hand eye coordinated skills than not. It's part of human physiology, and why we are evolutionary marvels, compared to dogs. Playing a sport without the ability to use your hands is far more difficult and requires more skill than people like you will ever admit. But, no one honestly cares if you will never get it.
Who cares if you do or don't like soccer or if you don't think there is any skill needed to play; who cares if your kid decided he'd be better off sitting on his butt in front of a video game - that's totally irrelevant to this story. These are tax funded sports fields and all the children who play the game should have the use of these fields - not just the chosen few who are politically connected.
 @Speedster I am sorry you don't enjoy the game of soccer and don't see the value in it. I have a son that does play and he enjoys it very much.It is a sport that requires more skill then you would think. It is a sport that keeps them physically active and teaches sportsmanship. I make the choice to be involved in both my sons' activities, I choose to drive them to activities and spend my time being involved in what matters to them. I find it to be a good use of my time. Wouldn't you agree that spending time with your kids is a good use of time no matter what the activity might be??
 @Speedster You may not enjoy the game of soccer but I do and my children do play. I do not find that it is a waste of time, fuel, or weekends to keep them involved in an activity. It may not fund their retirement or make them millionaires but it is keeping them out of trouble and on the right path. Regardless of you liking the sport, what is happening within the district is not right or fair. Especially with the mayor of Beaverton getting paid $45,000 a year while being in office? What is he doing for the city?
waaa waaaa waaaa.... good grief. My taxes help pay for thoes very fields, yet, I don't have ONE child that plays anything on them. Who the hell cares what teams play on the synthetic fields or not. If I had my way, My taxes would'nt pay for any of them.
@jonsiesd2 Good thing for you other folks didn't feel the same way when YOU or YOUR kids needed schooling or a safe place to play their sports. It's called society, jonsies; you can either be a part of it by paying your fair share (like I do as one who hasn't had a kid in public schools or on the soccer field in 23 years) or you can go live in the hills somewhere where you don't have to worry about anyone else besides yourself.
 @jonsiesd2 I have a son who plays soccer and enjoys the game. He does care if he get to play during the rainy season. I pay taxes for services that I never get to use. Such as the Oregon Health Plan, food stamps, and other services that are given to those who don't pay taxes or work. That's not fair. Wouldn't  you agree??

With so many Americans still unemployed and not paying state and federal taxes  who is left to pay those taxes , while the lay offs continue? Both corporate American and the politicians knew what would happen when they joined the global market for cheaper labor, but they turned a blind eye and deaf ear just as many Americans are doing today. Thus, corruption, greed and self-righteousness breeds like bed bugs and cockroaches and pedophilia.Â

Why is a THPRD board member helping schedule district fields? Board members are supposed to make governance and policy decisions, not manage the district. Just looking at the conflicts of interest between Doyle and Kanable already makes this smell. If it stinks there is something rotten.Â
 @I812 The THPRD Board does NOT schedule field use. This ariticle/video is riddled with inaccuracies and inadequate reporting.  There are some real issues at play here but this report does no one justice, and promotes more confusion than anything else.
I smell Profitering. Why don't they just let the kids play on the fields. Not just 2 groups but all kids. If they keep the kids from using fields and play grounds then what are the kids going to do? I remember a time when you could goto a Ball Park and play without getting arrested for trespassing or get ran off. My how times have changed.
