UN group OKs new video format to save bandwidth

GENEVA (AP) — The U.N. telecommunications agency says its members have agreed upon a new compression format that could dramatically cut the amount of Internet bandwidth currently used by video files.
The International Telecommunication Union says the format, or codec, known as H.265 would require just half the amount of data needed by its predecessor, H.264.
The Geneva-based agency says videos encoded using the H.264 format — which is favored by devices such as Apple's iPad — currently account for two-fifths of web traffic.
ITU said in a statement late Friday the new H.265 codec could pave the way for "the next wave of innovation," such as faster movie downloads and higher-quality video streaming.

How long before the UN commands me to fall in line with this one, they already will help to crack my neck in the bathroom after I flick the lights on in the middle of the night to pee and it takes a good 3 or 4 seconds before the stupid socialist lights come on?
@archon312 --- I have the same problem with those ugly, twisted environmentally unfriendly light "bulbs" I hate them.
 @archon312 Funny, mine turn on instantly.  You'll crack your neck for being cheap, nothing else.

Compact fluorescent bulbs have considerably smaller balusters. What this means is that unlike full sized fixtures that have large balusters, the compact bulbs don't get a full kick to start up. Also this smaller baluster means a larger charge up time from light switching on to light powering up.

This results (often in cold temps) is a time delay in manipulating the twitch the light coming on then the bulb needing to "warm up". Much like halogen used in large venues like stadiums and basketball courts although not as bad.

 @Repoman  @archon312 You simply buy the instant-on ones.  They do exist; I put them in places where I want instant light (such as the bathroom).

You're referring to magnetic ballast types; they are slow but the reason they are smaller in these CFLs is they are *electronic ballasts*, and those do start up instantly.
Gee no duh, My camera already uses the H.264 format and Windows 8 already accepts that it also uses the MTU format. So the way I see it. I have already been using the best formats. Now, will .AVI be Nixed form the ability to upload? man, all these containers.. AVI, .MTS.MTU H.264 and now 265, I bet this is so that video files can be scanned easier for banned content.
 @lee986321 Compressing something usually removes information from it - there'd be less data to make a conclusion from.
