My wife and I visit friends in the French Quarter about once a year. If you think you're going to stand on Bourbon Street with a camera and a microphone and ALL that's going to happen is somebody's going to who-dat or woo-hoo you, well, you're lucky you didn't see a hoo-hoo too. Incidentally, I think the public debauchery is on the decline. If a young woman looks up to a balcony and waves, there will be three rows of tourists of all nationalities jockeying for position around her with cameras, smart-phones, videocameras.. all the Girls Gone Wild wannabes on the balconies, teenagers...and the Mexicans (Catholics), just stare, astonished.  Anything outlandish a person does in the French Quarter is all over Facebook and Photobucket five minutes later.
Nice. Make the person look really stupid without the person knowing they are being made to look stupid. That is an art form and a nice skill set to have.

The reporter is clever, but what does she expect?...she's filming out in public.  If she wants total silence, she should film in an enclosed studio.
