Widow faults sheriff in husband's death probe

By Dan Tilkin, KATU News and KATU.com StaffPORTLAND, Ore. – A Portland woman left widowed after her husband died in an apparent shootout at his campsite says investigators dropped the ball. Frank Means, an experienced hunter, was camped out by himself last week along the John Day River in a remote area of Wheeler County when investigators say some other people came upon the campsite and gunfire broke out. Means was shot multiple times but apparently managed to get off one shot from a handgun he had with him. Jackie Means, his widow, says she is outraged at what she perceives as a lack of investigation by the Wheeler County Sheriff’s Office and a late investigation by the Oregon State Police. "I'm having a real difficult time with this, and I'm having a real difficult time with the fact that that guy who shot my husband is out on the street,” Jackie told KATU News. “They didn't hold him, nothing. And Oregon State Police wasn't involved in the first place and now they are?” The Wheeler County Sheriff initially turned away an offer of assistance from the Oregon State Police but the state agency is now involved in the investigation, nine days after it took place. Jackie Means said she was told that Wheeler County Sheriff’s Office complete their investigation after just four hours, and that it was done in the dark. KATU News has learned that the shooting suspects are from Portland but no other information was released and so far, no arrests have been made. "All I know is this guy took his gun and took away my life. My husband was everything to me. And we built this house together, and everywhere I go, there he is,” Jackie said as she looked around the home at numerous photos and mementos from 25 years of marriage. "I'm sorry they feel that way,” the Wheeler County Sheriff said in a statement. “I can't do anything about what they're concerned about right now; however, it is being handled and it is being investigated."
