Oregon AFL-CIO throws union support behind proposed casino
PORTLAND, Ore. - Two ballot measures that would give developers the go ahead to create a non-tribal casino and resort in Wood Village are now getting major support from union workers.
On Thursday, the Oregon AFL-CIO, which represents 135,000 Oregon workers, announced its endorsement of The Grange.
If Measures 82 and 83 pass, along with a local Wood Village ballot measure, the construction on the casino and resort would start in November and it would open in 2014.
The Oregon AFL-CIO president said he has received guarantees that the project will create more than 2,000 good-paying jobs.
Casino proponents believe The Grange would not only provide jobs for the local economy, but also generate money for parks, police and schools - as much as $100 million.
However, there is quite a bit of opposition to the casino from some high places. On Thursday, opponents announced that the state Republican and Democratic parties had both come out against the proposal. And earlier this week, three former Oregon governors joined current Gov. John Kitzhaber, who recently filmed a television commercial urging a 'no' vote, in opposing the proposal.
Republican Vic Atiyeh and Democrats Barbara Roberts and Ted Kulongoski held a news conference on Monday where they implored voters to oppose Measures 82 and 83. They warned that a new casino would increase crime in the area while harming Indian tribes that operate Oregon's nine existing casinos and rely on the profits to pay for social services such as housing, health care and education.
The primary investors behind the project are two Canadian companies with extensive experience in the gambling industry. Most of their projects have hit the jackpot, so to speak, but a few have struggled.
The developers have blanketed airwaves and mailboxes with promises of $100 million for schools and public services.
Oregon would get quite a bit more money if the developers gave the state the same deal they've given governments elsewhere. In other jurisdictions, the same developers share a much larger portion of their revenue with the government — 75 percent in British Columbia, 50 percent in New Brunswick, 45 percent in Illinois.
Company executives point out that the regulatory and market environments are different in every state or province. In British Columbia, Parr said, some of the taxes are dedicated to a fund for refurbishing the property. He also said the government owns and maintains the slot machines. In New Brunswick, Clairvest has a monopoly for 20 years and the government helps market the casino.
"What we wanted to do is be able to give something simple, clean, easy for the government of Oregon to understand," Parr said. "They don't have to support us in any way shape or form and we will dedicate 25 percent off the top."
The new Oregon casino would be owned by PDX Entertainment company, a corporation with about 19 shareholders created in March and based in Lake Oswego. Clairvest Group Inc. and Great Canadian Gaming Corporation, publicly traded Canadian companies, together own a majority stake in PDX Entertainment.
The investors point to letters of support from leaders in other communities where they run casinos. The campaign provided a letter from the mayor of Des Plaines, Ill., calling casino management and owners "welcome members of our community." The president of the British Columbia Lottery Commission wrote that Great Canadian casinos there are well-run.
"You want to deliver something that people are going to love to come to and have fun at, and people that are around it are going to be proud to be associated with it," said Jeff Parr, co-chief executive of Clairvest Group Inc., one of the primary investors in the Oregon casino project. "That's just good business, frankly. And that's what we do."
If voters sign off, the casino would be required to give 25 percent of its winnings to the state lottery fund. The state's share is far more than the 6 percent Spirit Mountain Casino pays toward nontribal community services.
Clairvest, a private equity firm based in Toronto, was founded in 1987 and made its first foray into the casino industry a decade ago. It has at least seven casinos in the United States, Canada and Chile that comprise half of its total portfolio, according to securities filings.
Clairvest reported a profit of $9.6 million in the quarter ending June 30, which was boosted by a $7.75 million legal settlement.
Most of Clairvest's casinos have been profitable for the company and the local government. Its brand-new casino outside Chicago took in $177 million in winnings between July and December last year and paid $61 million in taxes.
But there have been some blemishes.
The Chicago casino paid a $25,000 fine last year for violations of a voluntary program for problem gamblers who want to opt out of casino marketing materials. People in the self-exclusion program aren't allowed to visit a casino or take out credit on site. However, a person in the exclusion program was able to take out credit card cash advances worth $600 from a credit card over two days, according to a civil complaint filed by the Illinois Gaming Board.
Several others were able to sign up for rewards cards or received marketing materials. The casino reported the violations to the gaming board on its own.
People are sometimes able to fool casino security, but the casino takes the exclusion program seriously, Parr said.
In Kansas, Clairvest was part of a group selected to build a casino outside Wichita to help generate cash for the state. After a series of delays the governor pulled the plug, saying Kansas needed clear certainty for the state budget.
Parr countered that developers faced uncertainty in the market and couldn't come to terms with the government.
Clairvest also was part of a consortium that was initially selected to build a massive gambling project in New York City but was later disqualified. An inspector general found a flawed selection process that invited unsavory spending on lobbyists and campaign contributions, but the investigation laid the blame largely on politicians and lobbyists.
Clairvest was never found to be complicit in any wrongdoing, Parr said.
Great Canadian Gaming Corp., based in Richmond, British Columbia, owns 12 casinos and race tracks in Canada and five card rooms in Washington state. Great Canadian would manage the Oregon casino.
The company reported a profit of $2.7 million on revenue of $101 million in the quarter ending June 30.
About 72 percent of Great Canadian's revenue comes from gambling, including $5.4 million from its Washington card rooms. Great Canadian is reeling from changes to gambling regulations in Ontario, where it will have to remove slot machines that provide the bulk of revenue at two race tracks, according to documents filed with Canadian securities regulators.
It's also struggling from overestimating the demand in British Columbia, the records show.

It only seems fair that if the federal government is going to force Oregon to except Indian gambling and the state excepts it ( The Oregon Lottery ) that gambling should be opened up for everyone. Change the state constitution to allow gambling that is already here for everyone. Stop the so called legalized discrimination!

@parrot456 what makes you think it's even going to work? First, the taxpayers have to pay for the roads to bring that many people to the casino. If you think the casino developer is interested in programs for the community, I have bridges to sell you people. I live two blocks from the casino site and they haven't one come to my door or anybody's to show support or even acknowledge the existence of the community.
Not everyone who is opposing this measure has a full time job or is whining about the measure. They are probably looking at the past experience with the lottery funding that was to go to schools and the current measure.
If you read the distribution of the 25% and you noticed the above statement that profits of 2.7 million were reported on a 101 million dollar revenue you will note that schools would get a little over 83,000 on that report revenue because the distribution is on Adjusted Gross Revenue. The schools would hardly benefit from that and the impact the casinos would have on the state system would exceed the allotment for treatment and policing.
Many of these people do not even gamble or attend Indian casinos but do respect the agreements made with the tribes.
I am not a fan of the Govenor but he has fought to create new jobs. KATU has sponsored a program to create new jobs, Oregon won the bid to bring NOAH, which brought construction and professional jobs to our borders along with educational programs for the children.
I am sorry if your outlook is so dim but maybe you need to have a little faith in yourself instead of looking for the promised lands.

I just want ONE proponent to explain to me how many visitors per day at how much money per visitor will be required to support the alleged 2,000 jobs, and what's going to happen to the neighborhood and the schools across the street when the roads a jammed with gamblers, tour buses and casino commuters. Nobody will address that and the casino people don't talk directly to the community.

The unions are supporting this so they can garner a few more dues paying sheep. We don't need any more casinos in Oregon and the State and others should stop looking to gambling as a revenue source. The will be a few temporary and a few permanent jobs that will pay decently but the majority of the jobs will be minimum wage or slightly above, placing additional demands on social services, Oregon Helath Plan, food stamps, etc. People need to stop drinking the 20-second sound bite Kool-Aid and realize that nobody builds a casino for any reason other than profit and these investors live in Canada. Oregon should want to increase exports but not the exportation of Oregonians dollars.

The ad I just saw said they will create 3,000 permanent jobs. I'm trying to do the math here. How many patrons have to come through and spend money EACH DAY just to sustain these alleged 3,000 jobs? Assume 10,000 visitors PER DAY... that's one employee for every three visitors, assuming each visitor spends the equivalent of those three employees' salaries.

It is nice to know that Mr. Parr is admitting that there were problems with the New York venture Politifact already called them on their involvement in the gaming mess. The article politicians wanted favors/money in exchange for the contract vote. Washington ranks 3 out of 46 states in total number of casinos (146 along with pari-mutuel facilities) in 76 locations and they have a 8.6% unemployment rate along with a mulitmillion dollar debt. They don't have enough money to operate schools and medical programs are in jeopardy (hospice). No doubt when the private casinos came they promised wealth and jobs.

I'm voting yes as well. I don't know what all the hype is about anyway, but have you gone to an Indian Casino lately AND to a privately owned casino? You will find without a doubt that a privately owned casino will give out more and bigger jackpots than an Indian casino. I visit Vegas frequently, and you can walk into a casino in the downtown area, eg Sahara or the Tropicana and within a minute, you will find someone that has hit the jackpot. Not big but something notable at least. Go into an Indian casino and you won't see anybody win a jackpot.. Sure there is sometimes a jackpot won...but very few and far in between. And another game of chance...Keno. Indian casino for 5 spots is $50,000.00 for getting all five. Las Vegas casinos...is at least 250,000.00 for getting all 5 for a 5 spot.
I like Indian casinos, and I respect the American Indian, but to not have a privately owned casino I believe only frightens them because what is called competition. They know that if they don't loosen their slot machines a little, lower their prices on hotel rooms, they could lose. Go to a Las Vegas casino during a weeknight especially. For a VERY NICE hotel room....like the Luxor for example...is only $39.95 a night. Indian casino's is double that. Why so cheap for a Luxor room, is because they want you to stay in their casino and gamble therefore, give you a room for a reasonable price.

The Luxor has people living in the gutters behind it, and pawn shops up the street, and kids in the projects whose moms works in the casinos, and crime, and neighborhoods very close to the Luxor where you just don't go without a dog or a weapon. Also, the Luxor is right across the street from the airport, so, hey, here's an idea: Build the casino over by PDX somewhere and not across the street from schools and residential communities.

Watch voters turn purple if somebody tries to open a gay bar, strip club or legal grow house a block from a day care facility, elementary school, middle school and residential communities. Right...it's all for the police and fire and children. And, there will be thousands of jobs created. In fact, if they just built more casinos then the economy would recover...just look at how prosperous Las Vegas has become. It's not the #1 city for foreclosures for no reason.
It's # 1 for foreclosures because there was an overbuild on cheap land with out the infrastructure to support it. Las Vegas casinos have been in existence for over a half a century.
I am voting yes. The negative ads have pushed me to vote yes. Who cares if the parent company is in canada? Every time you buy NIKE, HONDA, COLUMBIA SPORTSWEAR, or TOYOTA you are sending money to another country. There will not be more crime there will be less, more jobs equals less crime. And why is it ok for the Government to be in the gambling business but not a private company? Ummm the Government is supposed to look out for the citizens best interest, not run video poker and video slot machines via the Oregon Lottery. The Governor has to come out against it, it is part of his day to day budget thanks to Ted Kulongoski, Ted made lottery revenue part of the states day to day budget, Kitzhaber is worried about his budget, but what is so stupid is any shortfalls via lottery revenues will be made up by the casino via income taxes on wages. And part of the proceeds from this place will go to the schools, we are in desperate need of jobs oh and hey, the Natvie Americans pay 0 in state taxes on their casino profits, yet they make their employees pay state taxes on their wages. This would be a huge boost for East Multnomah county and surrounding businesses. Quit panicking people, people will always gamble, let these guys put up their casino.

 @WebFootSTi The union is bidding with the developer to do the construction. They're going to back them because they're in bed with them. This is a no-brainer. Somehow, they haven't managed to buy the governor even though they've bought Oregon's gambling addicts and kneejerk anti-Kitzhaber voters.
