Oregon House passes illegal immigrant tuition bill

SALEM, Ore. (AP) — Following a passionate and sometimes heated debate, the Oregon House approved a bill Friday that would extend resident college tuition rates to some young illegal immigrants.
After the vote count showed the bill had passed, supporters watching in the gallery stood up and, holding hands, raised their arms in celebration.
"When I saw those numbers I was very excited," said Hugo Nicolas, 20, who said he entered the country illegally when he was 11. He wants to attend the University of Oregon to study economics and minor in Chinese.
Rep. Michael Dembrow, a Portland Democrat who sponsored the measure, called it a "historic" vote, an important educational and economic step for Oregon.
The House's 38-18 vote sends the measure to the Senate. In the last decade, similar legislation has failed twice in the House after passing the Senate in 2003 and 2011. This time, five Republicans supported it.
On a national level, Republicans have been under pressure to increase their appeal to Latino voters since Mitt Romney lost the presidential election.
The bill is strongly supported by Gov. John Kitzhaber and Senate President Peter Courtney, both Democrats.
"I applaud the House for its bipartisan vote in support of House Bill 2787, which provides tuition equity for all Oregonians," Kitzhaber said in a written statement.
The measure would allow students to qualify for in-state tuition at Oregon's seven public universities if they've attended an Oregon high school for at least three years and lived in the United States for at least five. They'd also have to sign an affidavit swearing they'll apply to legalize their immigration status as soon as they are eligible.
Illegal immigrants would not be eligible for state or federal financial aid, and they'd be subject to the same university entrance requirements as other applicants.
Republicans offered a counterproposal that would have made the bill expire in 2016 and limited the resident tuition rates to students in the country by July 1. It also would have provided more stringent rules on how students would follow through with their pledge to become lawful residents. It was rejected in a party-line vote.
After it failed, Republican Rep. Jason Conger, of Bend, said the House missed an opportunity to adopt a measure with overwhelming bipartisan support. Conger sparred with Democratic Speaker Tina Kotek, of Portland, who interrupted his speech numerous times to ask that he stay on point.
Visibly upset, Conger told the speaker, "I will want to have a follow-up discussion about the stifling of my voice."
The nonpartisan Legislative Fiscal Office estimated the bill would increase the state's revenue by $335,000 over the next two years and by an additional $1.6 million between 2015 and 2017.
The Oregon University System estimated 38 illegal immigrant students would take advantage of the resident tuition rates during the next two years and 80 more students would take part in the two years after that.
The difference between resident and nonresident tuition is almost $20,000. At the University of Oregon, resident tuition fees for 15 credits, the average course load, are $9,310 per year.
"I know that this historic vote is really the result of larger historic forces that are at play," Dembrow said, referencing President Barack Obama's promise to pass comprehensive immigration reform.
Portland State University student Victor Mena, an advocate of the bill who became a legal U.S. resident last year, said he sees this as a step toward improving the opportunities for young illegal immigrants.
During the debate, Dembrow referred to Mena as an example of why the state should invest in its young illegal immigrant population.
Mena, a criminal justice major and Persian language minor, said he wants to be an FBI agent after he graduates.
"When I was growing up I watched law enforcement interact with my community and I think that I have a lot to teach, in a way, on how to communicate with other communities and cultures," Mena said.

It just seems to me that just about everyone I talk to, is opposed to the whole Amnesty/Illegal movement,exceptions noted within. So far, our outlets are letters to the elected and rants like mine in forums etc.and they are in short, easy to dismiss in the power rush.
I say when you are being ignored...speak louder, it is a right granted by the Constitution we are trying to protect. Politicians dont care what you think (obviously) but they do care when you make them look bad.
I think they should be chastized in public if they are not representing the people they were elected to represent.
We should be ready (and fed up enough) to leave the obscurity and protection of the Internet (where it is way too easy to think you are 'involved') and personally go out and voice your protest in public at the State Capitol. I think it is time to make a 'real' impression instead of investing in words that are infinitely valid but easily swept under the rug. No wierd stuff or rants, maybe a sign or "No Amnesty" on at-shirt or Jacket.
The longer we wait the more we lose.

I call BS. This would put REAL LEGAL Oregonian students at a disadvantage. It's already difficult for students to get into required classes due to enrollment rates and now you will make it even more difficult for them by allowing ILLEGALS to take up more room in the classes.

gee lei22 i've worked for  the state of oregon for 21 years and I don't remember that training. When was it?
The State of Oregon several years ago had training for all their employees in which they stressed "do the right thing".
However, they hand benefits to illegals which is not only demeaning to Oregonians, but they also ignore the fact that the illegals should have been deported by the federal government.
It's all a corrupt game in which Americans lose and lawbreakers win.Â

Another statistical reality to consider is the fact that historically, rural areas have been (R) 'conservative' strongholds. As of 2010, this demographic is beginning to change thanks by en large to latino voters who are now supporting the (D) 'liberal' party with it's promises (and efforts) towards pandering to the demographic.Â
Currently, the DNC is all too aware that historically 'liberal' bastions are not sufficent to guarantee national support, especially after the 2012 elections. So, in an effort to swing historically (R) 'conservative' states and regions, they are now spearheading this issue in order to shore up support for mid-terms and the 2016 Presidential election and the presumed DNC nomination of Hillary Clinton, who still is a bit of an albatross insofar as guaranteeing victory.Â

It seems that now all out of state students have a claim for litigation on the basis of discrimination! If illegal immigrants are allowed to get the lower instate tuition all American citizens should be allowed the same right!
I see several students that are currently or have paid out of state fees to attend an Oregon institution filing a class action suit against Oregon which will cost this state one big buch of cash to settle. Hopefully it will break mexicoOregon and force the idiots in both DC and here to realise that this is the US NOT mexico.

Here is a solution to the taxpayers paying the freight.......Make each and every representative/senator PERSONALLY liable for their actions. Basicly they will be paying for any legislation they enact that is contrary to the popular vote/opinion, thus you support criminals you personally pay the freight...

I know one family well that immigrated here and they waited 10+ years for the proper approvals and by then one of their children was over 21, and therefore not allowed to come and had to apply and wait another 10+ years...what do you say to them? I am sorry, but all these illegals are now citizens and you should have broken the laws and just jumped on a boat or walked across or whatever?

@Jack Smith let me tell you something Jack! They are on the Oregon Health Plan! When I was volunteering at a local hospital (which will remain unnamed), there was a hispanic social worker who was coercing providers in the clinics to change or tweak the diagnosis on illegal aliens (patients) so they could qualify for Oregon health care benefits! This is not hearsay, I saw it with my own eyes.

Since Oregon does receive Federal money at least in part to provide services under OHP and other state medical programs, the Feds would also likely be interested in who might be gaming or ripping off from the system:

They can say that it will increase revenue but I wonder how that can happen. State colleges are partially supported by tax dollars. If you increase the class load and need to increase the building size and number of employees that will cost more money. So perhaps revenue will go up with more students but net income will go down with additional expenses thereby causing a loss as opposed to a gain. I'm not opposed to people being educated but to make this fair shouldn't it mean that legal foreigners on a visa should also get in state tuition? And if you are going to do that shouldn't people from Idaho get in state tuition?
@WhyWhyWhy Adding less than 100 students to the entire Oregon higher education system will not require additional classes, buildings, or employees. The state would pay the same amount without the illegals so adding in illegals simply adds to the amount of tuition collected. If you wish to totally get rid of out of state tuition, then by all means contact your representatives.
