Oregon schools fret about automatic budget cuts

SALEM, Ore. (AP) — Oregon school districts warned Friday that automatic federal budget cuts would likely carve deepest into their programs for poor, disabled and non-English speaking students.
Education budgets aren't likely to see a hit before the end of this school year, but as students return from summer vacation, Head Start preschool, full-day kindergarten and special education are all at risk, officials said.
"What we think would be impacted are some of the areas that provide services to students with the greatest needs and the greatest vulnerabilities," said Kerry Delf, a spokeswoman for the Eugene School District. "Students with special needs, students living in poverty."
A wide variety of other Oregon programs from the federal government also could be diminished as $85 billion in budget cuts are phased in. Those include Crater Lake, forestland firefighting, child immunizations and air traffic controllers at small airports.
Officials cautioned that the exact nature of the cuts is still unknown and they could be changed or averted if Congress and President Barack Obama reach an agreement to avoid them.
In the meantime, however, schools are preparing budgets for next school year and must be prepared to go without some of their federal funding.
Oregon schools get most of their money from the state. Federal dollars help beef up funding for higher-needs students through programs like Head Start, a low-income preschool program; Title I, which boosts funding at low-income schools; and special education.
The Oregon Department of Education estimates that the state will lose $23 million in federal education funding, risking jobs for dozens of teachers and aides. Schools stand to lose $10.2 million in funding for high-poverty primary and secondary schools and $6.4 million in federal funding for special education, according to the department's estimates.
Districts are required by law provide services to students with disabilities, so special-education cuts would likely be offset by cuts to other educational programs, Oregon officials said.
Funding for teacher education and English-language learners could be cut by about $3.5 million, state officials estimate, and hundreds of students are expected to be removed from pre-school programs such as Head Start and Early Head start, which will lose $3 million.
If the anticipated 5 percent funding cut holds, about 600 Oregon students will be dropped from Head Start, said Annie Soto, director of Lane County's Head Start program.
The Salem-Keizer School District already has 200 students on a waiting list for Head Start, said Sue Rieke-Smith, the director of instructional services.
"It's certainly not going to get any easier to meet the needs of those kiddos," Rieke-Smith said.
Portland Public Schools says 340 students attended summer school last year based on Title I funding, and administrators may have to scale back summer school offerings this year.
"Programs and supports like summer school, reading specialists and Head Start give some of our most vulnerable and our most struggling students the learning skills they need to set them up for success throughout school," Melissa Goff, director of Teaching and Learning for Portland Public Schools, said in a statement.
Oregon universities could see reductions in student financial aid and research, said Di Saunders, a spokeswoman for the Oregon University System. Administrators are waiting to hear how deep the cuts will be and how quickly they'll be phased in, she said.
Because Oregon doesn't have a major presence of military bases or defense contractors, the state's fragile economic recovery is somewhat insulated from the cuts, State Economist Mark McMullen said earlier this month.

Cuts in education? Oh it's about the chillllllldren.  Why not furlough the PPS superintendent and board? With an on time graduation rate of a whopping 62%, PPS would never know the difference.
Instead of worrying about budget cuts, how about worrying about educating our kids, which, because of the corrupt teacher's unions, hasn't been happening for many years.

ESL is not necessary anyway. Come to this country and learn English in school like everyone else. Depending on formal ESL classes to convert recent immigrants to speak English is not doing them a favor. All that results is that it takes longer to actually speak English. The US is not a bilingual country, so has no official "second" language.    Â
@jpk If we wanted to actually help the immigrant students we would put them in a 6 month English immersion rather than coddle them in their native tongue and waste time in ESL. But no, we mustn't hurt anybody's feeeeelings.
No objections to your comment, but why have any immersion school program? Isn't immersion in school enough? It worked for me, and I worked real hard to fit in and understand English. But then my parents and I were determined to succeed in the country we came to. And English was the language that was needed here to be able to converse intelligently and understand what was going on. No one held our hand or gave us bonus points for eventually being bilingual! Â
@jpkVery valid point. You obviously did very well for yourself.  I guess what I was suggesting was to give the kids support as they learned English versus just dropping them in and letting them sink or swim. The ESL program is nothing but a revenue generator for the school districts. My kid was put into ESL in kindergarten and it was a waste of time. She wasn't in there more than a month before I pulled her out.Â

Isn't it funny how the money never disappears from where it needs to be cut.? DHS is an overwhelming proportion of the country's budget, exceeding the military by 1/3. But we'll never see the cut-off of illegals on welfare, the loss of the cellphone program, or any other wasteful program.Â
 I was recently in a Winco, and the 2 fat girls in front of me were covered from head to toe with tattoos, had brand new I-phones, and paid for a sheet cake with an Oregon trail card. An elderly couple in back of me had numerous bags of food from the generic bins, and were both looking in their wallets to make sure they had enough money.Â
 This country is in disarray, and failing fast.

It's far to early to be considering what will and what will not be cut/eliminated as far as education in Oregon is concerned. My hunch is that Oregon as well as other states will miraculously "find" the revenue neccessary to continue to provide an education for our kids.

@feral Sequestration doesen't prevent the Fed from printing money. It slightly reduces the rate of increase of the government's spending of that printed money.
Well of course they do. I've been around a long time and I have yet to hear the schools say they have enough money. Their budget increases year over year mind you.
@Torino_v2  That's right, and it will still increase...just not as much as they wanted. The schools need to learn to spend only what they have. And how come it's only teachers and aides that are getting cut? Where are the cuts to the bloated administrative function? Hmmmm?

@Rob C 503 You can quantify the increase in spending for schoolteacher salaries, benefits and retirement payments. "It's all for the children," of course. And they work so hard 5 hours a day, 8 months of the year, while the rest of us just sit around doing nothing.
