Portland City Council set to vote on income tax for arts

PORTLAND, Ore. – Portland City Commissioners will vote on Wednesday on a plan to put a $35 arts income tax on the November ballot.
The arts tax would raise millions of dollars for the arts each year. It would apply to anyone over 18 in Portland who makes more than the federal poverty level, which starts at $11,000 a year for a single person without kids.
Supporters point out the arts tax would hire 68 arts and music teachers in Portland elementary schools. That's just over half of the $12 million the tax would raise. But opponents say the tax is unnecessary and question if it will lead other groups to seek their own dedicated taxes. They're also concerned with where the rest of the money would go.
"The real drive behind this is the money that will wind up going to other than the schools – the leftover," said Don McIntire, the president of Taxpayer Association of Oregon.
While McIntire doesn't live in Portland, thousands of his members do, and he says he thinks hiring 68 elementary school arts and music teachers is just a way to dress up the arts tax.
"It's a slush fund, another slush fund for the closely connected," he said.
Out of the $12 million a year, schools would get a little over $6 million to hire teachers and most of the rest would be divvied out as arts grants by the Regional Arts and Culture Council.
In response to the criticism that the money would only be doled out to the most connected, Mayor Sam Adams said it'll be a competitive process.
"Politicians like us, we don't decide where the money goes out of this fund," he said.
Adams is the chief proponent of the tax, arguing the arts are vital to educating children and to the community's well-being. He points out the grant requests would be peer-reviewed, not doled out as rewards for friends.
He said he won't be involved in the decision-making process once he's no longer mayor.
"I'm not going to have any role with arts organizations that benefit from this measure. Absolutely not," he said.
Adams says he expects the City Council will approve the proposal for the ballot on Wednesday.
The November ballot could be very crowded with requests for money in Portland. The arts tax, a potentially a bigger property tax for school construction and possibly a library tax could all be before voters.

Good luck with the Vote on this Income Tax for the Schools. We have seen enough of waste and this will be wasted. Who can Afford all these tax increases? Everything is going up except employment.
I pay $9000 a year to put my two kids in private school because Rigler is definitely not an option. I pay at least $750 a year toward PPS with my property taxes. $35 doesn't sound like a lot, but with all the increases in water/sewer and garbage, I just can't take it anymore. What is takes is the non-liberal voters filling out their ballots and mailing them in. Liberals vote. We need more conservatives to do the same.
Its a good thing they are voting to put this on the ballot. With the low voter turnout in elections around here we only have ourselves to blame for these jerks ripping us off. Stop voting for incumbents and the political hacks whose only employment comes from being in one form of government job or other. (charlie hales anyone?)
Even the KATU poll shows more than 70% of those polled say no to this tax. Even with a +/- 10% its still an overwhelming majority against. How much you want to bet this makes it to the ballot by an ovrewhelming majority of our city councilors? Get rid of em all.
We already pay more than enough taxes. If they can take my share out of my taxes that they waste on light rail and bicycle paths, they're welcome to spend it on arts and music. (music (not) rap).
People paid for your education. In addition, most of Portland's schools were built during the Great Depressions. Are you so selfish that you can't pay it forward like your parents & grandparents?
 @Deanna Yeah, I am, because I was shortchanged. I should have had to repeat some grades, but a thing called social promotion was in place, so I graduated on time. now I am an adult having to go to community colleges to pick up what high school did not teach me.
To remind everyone in case you forgot, they are also asking us to pay an addtional $100 per $100,000 on homes to "refit" schools.

I have lived in Portland my whole life, and I don't mind paying taxes (even for kids I don't have), but it is getting too much. $150 a month water, $45 a month garbage that only gets picked up twice, $90 electricity plus $200 a year (for three vehilces) for Sellwood bridge (that I have every crossed 3 times and that was 10 years ago)...

Unbelievable... Â I don't have kids, yet I have to pay taxes to educated someone else's kids? Â Tell you what, if I HAD kids, and they wanted to do arts? Â I'd either teach them myself (it's elementary school, they don't need Michael Angelo to teach them!) or I'd PAY to send them to Art Class myself! Â I wouldn't expect other people to have to pay for my kids!Â

This matter should not be voted on by a board, this is a matter that should be decided by the PUBLIC, and right now, the PUBLIC says "NO"

How about we Tax the Politions for all the Hot Air that they spew out thier backsides. I think a 75%tax increase on them so we can get back some of the money that have made some Politions millionaires.

My wife and I will be moving our "official" residence to our vacation home. That way we will be officially out of Multnomah County and the city of Portland.
To bad that has to happen. Every time Shammy thinks of more ways to increase taxes or put new inplace more people leave Portland. Would this be a revenue killer? If more people move then thats less money that gets collected.Then they need to raise taxes to make up for the shortfall, Or is this what they want? I wonder if he ever looks at the Un-Employment #'s for Portland?
What another complete waste of tax payer money.
I do not think this tax woiuld ever be used for it's stated purpose! Everyone in both politics and the school system is saying how they are only there for the kids but they "must have more money" to do this..... I am a totally disabled vet and congress made me go 3 years without a cost of living increase in my compensation benefit. Perhaps teachers and politicians should do the same? Stop inventing new ways to steal money from the people! Use common sense and real budget managment for once! Maybe we need Vera Katz back in the mayor's seat! She had a balanced budget!
I wonder what gives you that Idea? Could it be Shammy rerouting sewer&water funds to pave Bike Paths? Or giving 5 million from the General fund going to the Public Schools that Portlanders already pay for from Property Taxes?
Maybe next time Portlanders, you'll look a little more realistically at the candidates that run for council instead of putting on the rose colored glasses ahd hope that shangrila will pop up !

This is the kind of thing the voters who put these socialists into office in the first place love. These tax and spend fools have been getting away with worse than this for years. My guess is that they dont give a rip aout confiscating more of our hard earned dollars without representation.

If this passes I hope the citizens team up and vote ALL these clowns out. People are struggling. Can you see that? People are struggling. But our shameful mayor wants a frivolous tax? At this time? How clueless are our lawmakers? How inappropriate. How out of touch with the people.
