Portland mayoral race defined by negative press

PORTLAND, Ore. (AP) — It appears the decisive blow in the Portland mayoral election was delivered at a college party almost two decades ago.
On that evening, 20-year-old Jefferson Smith hit a young woman after she charged at him because she thought he shook or tipped a couch on which she was sleeping. Voters did not learn that information until October, shortly after it was disclosed that Smith has had his driver's license suspended seven times.
Two polls released this week show the twin bombshells — and Smith's heavily criticized response to the news reports — have probably cost him the election. Heading into summer, Smith was considered a slight favorite to defeat former City Commissioner Charlie Hales. Now he's some 20 points behind in Tuesday's race to replace Mayor Sam Adams, who declined to seek re-election after a scandal-marred first term.
Hales and Smith are Democrats and have similar takes on many issues, leaving Portlanders to contemplate factors such as character, style and likeability. After months of negative articles about both candidates, the polls suggest a significant number of voters might write in an alternate choice.
Smith's reputation was already tarnished by his terrible driving record and a revelation that he was kicked out of a sports league for rough play. Then came the October disclosure, first reported by Willamette Week, that Smith was charged with misdemeanor assault after hitting an 18-year-old woman at a party near the University of Oregon in 1993. The charge was dropped when Smith did community service and paid the woman's medical bills.
The damage escalated when the police report from the incident surfaced, portraying the young Smith in an unflattering light and partially contradicting the candidate's memory of the event. Compounding matters, Smith paid an unannounced visit to the victim's house after the news broke. Smith said he wanted to alert the woman that the story was being made public. He later realized the visit was a bad idea and apologized.
"I've been at this business for 36 years here and I'm not sure I've ever seen a candidacy self-destruct like this," said Tim Hibbitts, a prominent Portland pollster.
Hales had his share of negative press, starting with his acknowledgment that he lived in income tax-free Washington state for several years while continuing to vote in Oregon. He also got dinged for secretly recording an endorsement interview and submitting a letter to the editor that included passages lifted from The Oregonian newspaper.
Toward the end of the campaign, he broke a promise not to accept contributions of more than $600.
"I don't think it would be unfair to say there's not a lot of enthusiasm for either candidate, and I think Charlie Hales will basically win by default," Hibbitts said.
Despite the downbeat press, the candidates have remained remarkably positive. Neither has exploited the other's problems in television commercials and their debates have been civil.
Smith said his options in the difficult past few weeks ranged from quitting the race to going totally negative. He decided to keep running on the issues.
"We have to have the kind of politics that reflects that we are all in this together," he said, "rather than the campaigns that say 'everybody else sucks, vote for me.'"
Smith, 39, is a Harvard Law School graduate who had a brief legal career before the starting The Bus Project, a nonprofit aimed at getting young people active in politics. He was elected to the state Legislature in 2008.
He seeks to boost education, improve the city's core services and focus on outer East Portland, an unfashionable yet fast-growing part of the city in which most students receive free or reduced-priced lunches.
"It's been tough, but life is tough and politics are tough," he said of the campaign. "But what happened to me pales in comparison to the concentration of poverty that's been developing in this town."
Hales, 56, served as a city commissioner from 1993-2002. Under Portland's commission form of government, the mayor and four commissioners share executive branch duties.
As commissioner, he pushed reforms that increased diversity in the fire department and was known for his support of parks, skateboarders, light-rail and the return of streetcars. He quit in the middle of his third term to join HDR Engineering as senior vice president, a job in which he promotes streetcars throughout the country.
Hales describes himself as a fix-it type who has the experience to get things done at City Hall. He said he will create jobs, fill potholes and change the culture of a police bureau that, according to the U.S. Department of Justice, has used excessive force too frequently.
"The real difference between Jefferson and me is not political ideology," he said. "It's action. I've proven the ability to make things happen."
The one-time Republican has the reputation for shifting his positions; he doesn't run away from the tag.
"The fact that I am willing to take in new information and change policy is, I think, a healthy thing," he said. "Sure, some people will interpret that pejoratively — oh well."
If Smith had lived his life as if he would one day run for political office then this conversation would not be necessary....his behavior was narcissistic, self-serving...then he tried the route that has brought down bigger guys than him...COVER-UP...he should have tried the truth in the very beginning, like when he filled out that questionnaire for candidates.  Maybe it would have made a difference but most likely not...we'll never know now...he should have behaved and not have done what is likely to cost him the election.....

Every political race is defined by negative press, and negative campaigning. So, why should the Portland mayor race be any different?

Gosh, what less could have anyone have expected that actually reads the real news outside of ORYGUN? All mediums in OR - but a finite few that get no credence - have 'gone' all over themselves covering Obama for all these years and are not about to stop when it comes to a local election. A very sad statement by Tabloid Journalism reporters the PDX Area that graduated from PSU. Â Oh, and before you start on me about PSU, I only have two degrees from there, but they sure as hell were not in Journalism or any of the Leftist courses...
My honest opinion is that it doesn't matter whether Jefferson "loose canon" Smith or Charlie "pork project promoter" Hales gets elected.  Portland is screwed either way. Â

Hales will probably get elected and will continue the Vera Katz and Sam Adams tradition of blowing taxpayer money on stupid projects, and after the city starts experiencing crushing debt, all of the Portland freeloaders will be left to wonder why there is no more public money available to support their lazy lifestyles.
Neither one of these candidates are going to work for the citizens of Portland. It's all politics which sucks.

 @HarryJuku Woman beater? One instance - where the witnesses clearly state he was defending himself against a woman attacking him - 20 years ago does not make him a woman beater. Saying that just belittles everything real battered women go through every day.

I don't know that I agree with that statement. I think, more accurately, the 'decisive blow' came when the local news outlets did what they typically do in elections and dredge into every dark nook and cranny of a candidates life, and then publish every event that falls upon 'wedge' topic lines. I think it's also noteworthy that both of these candidates beat out the wife of a local 'news' publication in the prelims. I do not live in the PMA, but for me it would have come down to the frequency with which Mr Smith seems to make decisions to not follow rule of law. Especially since he's a dues paying member of the OR state bar assn.Â

Make no mistake, I'm not claiming that Mr Smith is in any way a 'victim' of the press. What I am saying is that the media has, essentially, left no room for anyone to have grown beyond their years in an effort to run for office. The way that candidates are packaged and marketed, I sometimes have to wonder if I'm buying a car or selecting a candidate for office. Personally, I would be more likely to vote for someone who's battled a few demons than someone who's managed to keep their sins out of the headlines. In this day and age, it's exceedingly unlikely that anyone has been pure as the driven snow in their lives, it's just that they have managed to not get caught.Â

In not revealing this critical criminal issue to his constituents - so they could decide for themselves - many, many MANY years ago - if Mr. Smith was deserving of being a representatives of not only men but of all women in his representing district. The stone cold DECEPTIVE fact that Mr. Smith and the Oregon dem party felt all along that women and men in Smith's representing district had no right to know that he plead guilty to assaulting a woman when he was a full grown legallly accountable man - is troubling, deceptive purposefully so - and begs the question from the PUBLIC ALL ACROSS PORTLAND - what else are you not revealing or openly discussing about your self, Mr. Smith? And all of those tickets you could care less about paying and all of the suspensions to your driving license - just how did you get back and forth from Portland - during all of those suspended periods of time - when your license was stripped from you - did your wife have to drive you back and forth from Salem every day. Really, sir - all of it, sir - deeply deceptively TROUBLING. Don't fault the people today - for finding it all - unacceptable.Â

Anyways, everybody has skeletons in their closet - are we supposed to hold everyone accountable for every stupid thing that they did in their youth? Â That would just result in a society where everybody would be terrified to take any kind of risk. Â That's not the kind of world that I want to live in.

The biggest problem for Mr Smith in this particular case was the nature of his crime. Lest we forget that we live in OR. All you need to do is some historical research on the state to find out how 'womens issues' tend to affect the ballots here.Â
 @englishdaisy  @MarkKpic It's called a carpool. Many people who live in Portland and work in Salem do that. With much of his staff - as well as other state legislators and staff members - all driving from Portland to Salem every day, getting a ride would be easy.

I have to say that I've known Jefferson for more than a decade and I rarely saw him driving himself anywhere. He was often times the passenger in the car, which gave him the ability to work while traveling - phone calls, working on a speech, reading letters from constituents, etc.

What bothers me most, as I eluded to above, is the idea that there is a flawless person left. More often than not, it's not about 'if' candidate X or Y did something illegal or unethical, it's if they got caught.

Furthermore, who are these 'champions' of full disclosure? Let's see some background on the reporters, the news outlets boards of directors, etc.... So as to ensure that there is no conflict of interest in their reporting.Â

Frankly, I don't automatically disqualify from consideration someone who has an 'imperfect' past. Obvious exceptions being crimes like murder, drug manufacturing, etc... I would tend to believe that they would more accurately represent the majority of people, instead of having skads of 'favors' to repay to a political party or special interest group.

I'm no longer a Portland resident but IMHO from what I read from various sources that there isn't a whole lot of difference between the two except one might be lacking in the maturity department and a possible hot temper? I suppose people can change though? I am looking forward to the end of Mr.Adams tenure as mayor mainly because the constant bit****g is really old.For the record I don't like him either.He took advantage of the gay community for his own gain not to mention he screwed some friends who were close to retiring.

Well, since much of what has been brought up happened when he was around 20 year-old (so almost 20 years ago), that isn't surprising.
@Jenni S. Violence against women is a disqualifier in my book regardless of how long ago it was.Maybe it's just me but that's just unforgivable.

People keep getting soundbytes from the news media about these issues, but when people find out the facts, they feel differently. Speeding yesterday and getting your license suspended is different than doing that 16+ years ago. Hitting a woman and hitting a woman who is attacking you are two different situations. But all we keep hearing is the slimmed down version that makes the Jefferson of today look really bad instead of it being him 20 years ago.

To me that is a huge difference between that and someone just being violent towards women. I know that if I attack someone, my sex should have nothing to do with whether or not the person defends themselves. Equating the two belittles what battered women go through every day.
@Just Lookin I will protect myself from bodily harm or death.That being said,I've had women "get in my face" and the though of striking them doesn't even occur to me.
If a woman is getting ready to assault you, or gets in your face...then she just may need to get popped. It would be great if women were always nice and polite, however they can be just as bad if not worse than some men. Some women commit robbery, assault, murder etc. The old adage of respecting a woman needs some common sense applied at times. Not against women.
As no one really knows the whole truth of what happened, then it should have been let go.
He may have screwed up 20 years ago, time to move on.

And FFS most people change significantly over 20 years. If he had not left a trail of raging outbursts on his record or throughout his life, I wouldn't have cared less about some stupid fight that happened over 2 decades ago. Unfortunately he has anger issues and just like every other rich boy in politics, he doesn't give a damn about morality or people.

Tickets were primarily in his early 20s and were for things like speeding. Suspensions were for two things - either too many tickets in a certain period of time or not showing up to pay the tickets.Â

He's actually had a clean driving record as of late. His biggest issue in the last few years on the listing was not turning in a change of registration on time.
