Study: Some health insurance premiums will rise

SALEM, Ore. (AP) - The federal health care overhaul will cause insurance premiums to rise, in some cases substantially, for Oregonians who buy their own insurance or get their coverage from a small employer, according to the findings of new study.
For many, the increases will be offset by new federal subsidies or decreases in other out-of-pocket health care costs.
The study, released Tuesday, said premium changes will vary widely from person-to-person or family-to-family once the law takes effect in 2014.
It projects that individuals who buy their own coverage will pay 38 percent more on average. Premiums for people who get coverage from an employer with 50 or fewer workers will rise by 4 percent on average, the study found. About 175,000 people get coverage in the individual market and 210,000 from the small group market in Oregon, according to state data.
The study was commissioned by the Oregon Insurance Division, and Gov. John Kitzhaber said in a letter that it's intended to help the state find ways to mitigate the higher costs.
Kitzhaber said the higher premiums that some people will pay reflect the true cost of the health care system, including costs of treating the uninsured that are shifted to people with insurance.
"The increased transparency can help us better understand and address the drivers of those costs as we work to improve access to care and the health of all Oregonians," Kitzhaber wrote.
Analysts said younger, healthier people who buy their own coverage will see the largest increases. Individuals who earn up to 400 percent of the federal poverty level — up to $44,680 — will be eligible for a federal subsidy to help cover their premium. Analysts say roughly half of the people in who currently enrolled in the individual market will qualify for a subsidy.
Cost increases in the individual market are attributed largely to new requirements for "essential health benefits" that insurance plans will be required to cover, along with the addition of sicker patients who are uninsured or currently covered by a high-risk insurance pool.
While premiums are expected to rise, consumers are expected to save on other out-of-pocket expenses, like services in the essential health benefits package. A workgroup appointed by the governor will recommend which benefits should be considered essential.
The analysis did not examine premiums for workers at large employers and didn't take into account provisions of the federal law that have already gone into effect, like a requirement that parents be allowed to cover their children through age 26.
It also did not look at the impacts of Kitzhaber's overhaul of the Oregon Health Plan, the state Medicaid program for people with low incomes. The plan is aimed at reducing the need for expensive hospital treatments by improving preventive care and helping people get basic medical care from a primary-care physician instead of the emergency room.
Experts cautioned that the estimates are inherently uncertain because so many variables affect the insurance market, and it's impossible to predict with certainty the actions of consumers and insurance companies.

 @cptmac11 Why is no one going after the car insurance companies? In all honesty there are not enough accidents on a daily basis to justify the sky high cost associated with most premiums. Not to mention cars are much cheaper to replace overall than paying for some old person that is on a ton of medicines and needs surgery for all that is broken.

Folks who were uninsured would go to ER rooms, get expensive treatment and then once they were found indigent, that bill would be sent to the local municipality.

Now ERs cannot do that. They must bill someone. Thus they bill the insurer who is required to insure the person by law.

Thus you pay, or you pay. Do you think the hospital just let these people die in the ER seats (well some did but that's part of the problem)?

This is an inevitable increase as the requirement is established to cover things, but the mandate is not yet in effect to offset the costs.

In theory, once all the pieces are in place, not only the the premiums stop going up, but should head downward.

@Repoman  This is the way emergency room care works Some people that don't have insurance crash, burn get really sick and show up in the emergency room where they're stabilized and transfered to the hospital services for treatment. If they're eligible Hospital social services signs them up for State or Federal welfare programs now ( tax payers pay) if they're notand have some ability to pay then they get a bill and make payment arrangements the hospital may or may not write off some of it or the patient doesnt pay at all the cost of that loss is spread around to all the other paying patients to cover the loss or the hospital goes broke.These costs have already been factored in to current insurance costs so they aren't the driver for insurance cost increases. Another major problem with enmergency rooms is people who do or don't have insurance using the ER for primary/urgent care which is expensive relative to the care provided. In Massachusets this phenomenon has increased with the states universal coverage mandate. BTW the insurance costs in MA are the among the highest in the nation. The drivers for the dramatic health care increases due to ACA are the number of mandates and no deductable/no copay services mandate. I guess the some folks don't understand that mandates and free stuff drives the cost curve upward and somebody, generally somebody else (i.e. privately insured people) end up paying for all that free stuff hence the rapid increase in health insurance rates for both profit and nonprofit companiesÂ

I am guessing the answer is no. I am not sure how much was paid to the hospital locally, passed on to the state or the feds, but I am certain that any money they might save from this isn't going to be refunded to us.

Since 2009 (obummers first year) my health insurance premiums have went up only 60%. Yes, I shop every year to see who has the best deal. Can't wait until November.

Some folks are giving fake names in the ER, who have to treat them, and that way they never get a bill. Look for government to address that issue in the future so that they can track us all everywhere we go. Probably in the form of a RFID chip implanted in the hand or forehead.
