Three tax hikes? County considers library district vote, too

PORTLAND, Ore. – This fall Portland area voters will be asked to approve at least two tax measures, but later this week Multnomah County commissioners will decide if they will ask voters to pass a library district as well.
Portland voters will consider proposals to pay for schools and the arts, and the library district could tack on another tax increase.
The library tax district would be a permanent, dedicated funding source for Multnomah County libraries instead of the current system of temporary levies that have to be renewed by voters every few years, leaving the library susceptible to huge budget cuts.
Library boosters helped push the last levy to a victory in May with 84 percent of voters agreeing to renew the library levy. Now those active supporters are trying to convince county commissioners to go after the library tax district.
If voters say yes, property owners will pay more – an extra $33 in taxes for every $100,000 in property value.
For the owner of a $200,000 home in Portland, it will cost an extra $66 in taxes each year. That same homeowner would also pay an extra $220 a year in taxes if a Portland Public Schools bond is approved. Then there's the arts income tax that would cost those who work in Portland another $35 a year. That's a total of $321 in new annual taxes.
People who depend on the library argue the investment is worth the cost.
"A library is not just another building, it is not just another service or program, it is the center of the community," said Katie Lane, the chair of the library advisory board.
Libraries provide books, movies, music and many more services to folks who need help finding a job or just checking email. But seniors on fixed incomes and struggling families might not be willing to pay the higher taxes especially considering the other tax requests on the November ballot.
Voter Reaction
Some voters have no interest in raising taxes this year or any other but many more are willing to approve at least one tax hike. And most of them fall into one of three categories.
The first is the "yes-yes" voter like parent Tabitha Rhodes.
"I support all of it," she said.
Rhodes sees her four-year-old son, Marshall, benefiting from each of the three tax hikes so she's willing to pay.
"I feel like a small increase in taxes that helps the future of our children is important. We support the arts, we support the schools, we support the libraries, it's all really important," she said.
The second group is the "yes-maybe" voter. They are ready to support one or even two tax increases but are unsure about all three.
"I would vote for the libraries and for the schools. I'd think about the arts," said Eleanor Krause.
Several voters expressed that uncertainty about the arts income tax.
"I'm more concerned about schools and the library," said Sheila Golfman. "I don't know enough about the arts thing."
Arts backers should be glad those voters haven't made up their mind unlike the third group: the "yes-no" voter.
"I think that's a tough bite to take," Britt Stoller said about the possibility of three new taxes.
Stoller and her 10-year-old son, Jacob, prioritize school buildings and libraries.
"The library is just great because it provides so much for everybody, adults and kids," Jacob said.
Jacob can't vote, but his mother can and she's not willing to say yes to three tax hikes.
"I think the arts are important, but for me, personally, I've got to pick and choose right now," she said.
KATU News reached out by phone and email to the director of the Creative Advocacy Network, the main proponent of the arts tax, for her reaction to what voters said. It didn't hear back from her.
The arts income tax is also being challenged in court by opponents who argue it's unconstitutional.
For "Shallowender"...nice that you send a check to the library. You are in the minority as monies aren't spent like they should be. They are wasted and the rest of us are tired of money being wasted. Feel free to keep sending your money to them, only to be wasted and them wanting MORE, MORE, and MORE.
Suffice it to say, those renting don't escape the passage of these bills. If they pass, the landlords will raise their rents...If landlords have to pay more, they will pass that on to their tenants.Get with the program, renters..You don't escape the pain.
No, No and no..I agree..It's getting out of hand.Privatize the library. Let the private sector fund the arts and those that have kids, let them py the school levies and leave those out that have no kids or the seniors on fixed incomes..
No ,No and NO.  I donate to the Library and i also know that a lot of the work that is done at the Library is volunteer work so why they need MORE is a lie. my husband and i both work full time jobs and we live pay check to pay check and we can not afford for out takes to go up again. Combine that with the fact that even when our value went way down our property taxes went UP plus the skyrocketing cost of food (we have 4 teenage boys to feed) and medical . We just cant pay anymore and our officials don't seem to get that.  I think they need to stop creating all these committees that they do and put that money to the Art, Schools and Libraries that are underfunded.
Simple answer to all three tax measures: No, no and no! For our Spanish-speaking population: No, no y no! Does the government need money to run? Yes; however, until government officials learn to spend our money responsibly (like that will ever happen), we the people need to keep sending them the message that we aren't going to pass measures that require us to give up even more of our hard-earned money. Also, we need to vote out any elected official that doesn't work for responsible government spending. Officials, you have been warned. The citizens are tired of you taking more money out of our pockets just to line your own. Do your job or you will join the ranks of the unemployed.

Hey, you, if you want to see more money go to schools, libraries and arts, then write a check. No one is stopping you from helping out right now. If there are this many of you wanting to do this, please go ahead now. You don't need to wait on me to do your part to support the programs that you use. I don't recall you asking me if you could have children when you decided to have them, or putting that up to a vote. I work very hard for my money. If you get to vote on whether to take my money for your kids, then I should have a vote on whether you can have kids. In other words, "hey, you, who do you think you are that you can vote to take my money away?"Â

Wait a minute... because I WORK in Portland, I have to pay an arts tax for the public schools? What about the people who actually LIVE in Portland and send their kids to the schools??? Are you saying that if they work in Clackamas or Hillsboro, they do not have to pay for their kids art projects at the schools their kids attend???

A story was done on it recently that told the truth about how much really goes to whast it's supposed to and it isn't close to what they advertise.No matter what the schools/libraries, etc get, it will never be enough, Time to show them we aren't made of money to be wasted.

There sure are a lot of renters that use these "systems," wonder if they would be saying yes,yes,yes, if they were homeowners. Â How about a tax that renters can pay? Â Call me crazy but the renters get a lot of use out of things for nothing. Â

If the people of Portland vote for this again, they deserve what they get. When are you going to open your eyes, and see where your money is being wasted. They just passed a library levie, and then they turned right around and closed them on Friday's. Wake up peoples!!
 @stoneloc EVERY time taxes go up so does the rent. Landlords don't ever give you free rides.

Renter pay property taxes just as much as owners do. Do you think owers DON'T pass the cost of proptery taxes on to their renters? Of course they do. So renters should say yes or no depending on their own finances. If they say yes, they should expect when theit rental agreement comes up, they will ahve to pay more.Â

 @Repoman Do you think that we live in an area that doesn't have depreciated housing values and that people can actually rent their houses out for the entire cost of what they pay per month for taxes, insurance and mortgage.  In my city people are lucky if they can even rent their houses out for what they pay monthly for their mortgages.  Not to mention that if a renter votes yes, why would they relay that to their landlord, like anyone wants their monthly cost of living to increase.

open up your local schools library's, invest in the community college's library's for adults "wanting to rent movies???"
(it would be easy to keep the adults separate from the children with library's that already exist in schools today!)

nice to know block buster cant make a profit renting out movies, but the city thinks its a great idea to lend them/give them out for free.... (with our tax dollars).
 @Rey Arteb and all those movies at the library cost over $120 each as royalties have to be paid so they can be seen by the public. a library should only loan out books not compete against private video stores.

@32jim2 Unfortunately, 32jim2, I am already paying over $5 per loaf because if I want bread, I have to buy the gluten free variety and that is more expensive than "regular" bread. I am definately going to have to check into what it would cost me to bake my own gluten free bread.

One of the most maddening things about living in the PMA (and a big reason I moved) was the constant nibbling at my income by one of the various municipalities budget groups. Be it Portland city council with their bevy of ways to fund King Sams pet projects (water/sewer bill, garbage rates, city garages), or Multnomah Co, or Portland Public schools, it seems that an election never passes without one (or multiple) measures that are asking for money. Of course, it's always for a perfectly noble cause. And, of course, there's always a ready littany of reasons why it's absolutely necessary to 'maintain our way of life', but it seems that the cost of living in the PMA is constantly increasing.

WFsti- Something I started doing when I worked for a mega-compucorp who filtered their emails. They actually had (what we liked to refer to as) PC filters on intranet emails. Certain words would be omitted, or edited. Good to know there's other workarounds for K2s filters.

I sure hope, for their sake, that Multnomah County and the residents of Portland wake up. The mismanagement is going to make this economically unliveable. Take your City & County back.
So a few weeks ago some criminals were let out of jail.. some awaiting court dates for murder! Because there isn't enough money for the jails right? So I'm for keeping perps in jail.. and use the internet already! Love me some google!
