Wash. House OKs college aid for young illegal immigrants

SEATTLE (AP) — The Washington House of Representatives on Wednesday approved a measure making young illegal immigrants eligible for state college financial aid.
The measure's bipartisan 77-20 vote was highlighted by impassioned speeches by Republicans who broke ranks with their party to vote in favor of the bill.
"People will seek this nation out from all over the world. They want a life of opportunity," said Republican Rep. Charles Ross of Naches. "These kids, I want them to someday go to Cornell, to be a state lawmaker or more."
House lawmakers amended the bill on the floor to open college aid to all young illegal immigrants. The bill has undergone several changes since it was introduced earlier this year.
The bill's previous version made only young immigrants who had qualified for the Obama Administration's Deferred Action for Childhood Arrivals program eligible for the State Needs Grant. That federal program provides young immigrants who arrived in the United States as children a legal way to live in the country on renewable two-year stays, if they meet certain age and non-criminal history criteria.
The bill now moves to the Senate, where a similar bill did not get a hearing. But advocates are optimistic.
"I think that this is a perfect bipartisan issue for a bipartisan-led Senate. And I think the chances are pretty good," said Emily Murphy of OneAmerica, an immigrant advocacy group.
Republican Sen. Barbara Bailey, who chairs the higher education committee, said she would try to set a hearing for the bill.
"It is worth a discussion," Bailey said.
Opponents said the measure promises financial aid in a time when the state doesn't have enough money for all students in need. One lawmaker opposed the bill because of he said illegal immigrants don't follow the law.
"We're a nation and state of laws and because we are, we're governed by the rule of law, and as much of a humanitarian issue as this is, as much compassion that folks in my own caucus and my friends across the aisle have shown, it doesn't change the fact we have to address, the foundation of this conversation and that is the rule of law," said Republican Rep. Jason Overstreet of Blaine.
The measure, dubbed the "Washington Dream Act" to echo the federal efforts to provide legal status to young immigrants, is one of the main bills being lobbied by immigrant advocates this year.
Proponents have said the average number of college students in Washington each year who can't provide proof of legal residency is about 550. They estimate that number would grow by about 20 or 30 percent if the financial aid measure is approved. Using those numbers, they estimate costs in the next biennium to be between $3.3 million and $3.5 million.
Ten years ago, the Legislature voted to make students who entered the country illegally eligible for in-state tuition.
Republican Rep. Bruce Chandler of Granger said the bill "recognizes children that are my neighbors, children that we've shared a baseball diamond with, that we've gone to concerts and movie theaters together with. People that no matter where they come from, find themselves here and by voting for this, we are deciding whether they'll be able to fully participate in the life of our community or not."

Stupidity 101 convening...... To be followed by Tolerance and Entitlements 101.....STOP giving AID to ILLEGALS!!!!
What part of ILLEGAL is this country not understanding? Oh, that's right, shortly after Obama was elected the first time we found out that he had an illegal aunt living here in our country. Never did find out what happened to her. Probably hiding out at the White House. About 1-2 years ago it was reported Obama had an illegal uncle living here. Haven't heard what happened to him either. Probably hiding out at the White House also. Obama and others are NOT going to do one single thing to stop and deport illegals. Lousecrapton, the white race will be the minorty sooner than 2060 according to a report that came out a few months ago.
@diane stimson Ive always found it odd that every president's siblings were always in the spotlight over the years this guy has 8 or 10 or something, you never hear a word about them, not one thing. maybe its because there tribe is deep in the jungle who knows. But just think when everyone is the same color their will be no more hate crimes, lol.Â
Sure, why not reward illegal behavior........
Once again this is a tremendous slap in the face to all those who legally immigrated here.Â
@kramr Not just them but the fing tax payers.
Have them fill out a financial aid form, which of course is in their native language, and when they turn it in have ICE arrest them and deport them.Â
Anything else is a slap in the face of legal residents.
Just when I think Oregon is crazier than Washington, I am proved wrong. What's the matter with these people, don't they know right from wrong any more?
@The Resistance It's the West Coast. Crap is back-a**-words here.
Everyone needs to quit their jobs, go on "social assistance" and let the do-gooders figure out how to pay for it. Play their silly little game until eveyone sees the politicians who sell us out for what they really are.
"People will seek this nation out from all over the world. They want a life of opportunity," said Republican Rep. Charles Ross of Naches. "These kids, I want them to someday go to Cornell, to be a state lawmaker or more."Â
Well, that is all fine and dandy, and I am all for it if they are LEGAL AMERICAN CITIZENS, not criminal illegal immigrants. Since it seems that the politicians can't seem to quit pandering to the illegals, now is the time for the people to put an end to it. Time to get this issue on the ballot and let the people decide if they want their tax monies going to help putting an illegal through college.
Illegal is illegal. What part of illegal don't the politicians understand?
@theobserver --- I agree and stop giving the crimigrants more reasons to stay here. The up side of the bad economy is less crimigrants want to come here.
Governments have no justification to use taxpayer money to further a criminal organisation. Yes folks 12 million illegals amount to a criminal organisation.
Deportation for anyone in the US illegally and yes that includes ALL mexicans who think that we as Americans should speak their language and look the other way while they freeload off of the legal taxpayers.
@freeride better look at the new numbers 12 million was 10 years ago! now its 20 million, and when obama gives them full amnisty, expect 100 million more soon!
The sad part of this is that we have a lot of American citizens living here who are using and abusing the system more than the illegals. Â They were taught how to use the system and are teaching their children to do the same. Â They can't even be made to do anything to earn their handouts. Â Our politicians think this would be demeaning. Â At least most of the illegals will work, where, a lot of legal citizens are too lazy to get a job. Â I believe that a person who is making an effort to obtain citizenship should be encouraged to do so. Â The others can make a fast exit out of the country. Â On their way out they can take some of the deadbeats who are citizens with them.
@Shadow Yes, they're called Democrat voters.
Between foreign aid and this, tell me what your votes buy? 4 Regions please.
Thanks Odummo! Thanks for nothing!!!!
I can't believe this is my country. It's gone to the toilet thanks to you know who.
Bravo! we need all the intelligent people who after all qualify by being smart enough to enter higher education, where they can excel in life and provide lift for society.
@Social Glimpse Then why don't you invite some illegals to live in your house? Put your money where your mouth is.
Obviously, a child brought to the US by his/her parents at age 2 can form the necessary intent to violate the US border (sarcasm). Staying in the US without papers IS NOT a crime, it is a civil violation. (Some argue that "illegal migration" is also only a civil violation, but conflict of laws was never my strong suit.)
These children are victims. Of course, the conservative crowd is also committed to the adage "The victim of a crime has only himself to blame.", so they don't much care.
Want to solve the illegal immigration problem? Fine every employer who hires an undocumented worked $100,000 per illegal per day. (Look at the Swift packing plant in AK that has two shifts of 300, that would be $60,000,000 per day.) Every company and employer would get the message right away, and with no jobs, no immigrants. (Anyone who thinks they're here for the government handouts is delusional. First of all, there is a legal residence check on all federal aid, and second, the amount of aid given doesn't make for much of a life.)
I wonder why the conservatives who hate illegals hate this solution?
@ShallowEnder --- I agree, these children are victims and if they are forced to return to their country of origin, so be it. The parents should be charged with child abuse.Â
Fine the crap out every employer that hires crimigrants. Publish their names and public shame them.
@ShallowEnder A child of 2 should be considered a victim, if brought over at that age. A college aged kid knows full well whether their legal status, and as such should be forced to undergo whatever path to citizenship or be deported.Â
Maybe they'll legalize bank robbery too, since some people just need a little money. How is that any different than given illegals access to financial aid?
Go down to Mexico and see what you can get for free, nothing! Except a jail cell and a call to the American Consulate, if you're lucky!
The Dream Act should have been called the Delusion Act. Make these illegals pay for their own education. They are here ILLEGALLY. Maybe we should just toss out all laws now, because that is what they're effectively doing.Â
This is not a bilingual country, like Canada. This country and the states should cease catering to the illegals and their native language and force them to learn & use English. I wonder how much money is wasted in printing things in Spanish for those too lazy to learn English.Â
Until the idiots in government figure this out this country is doomed.Â
What the heck is that matter with these politicians? It is illegal to aid and abet anyone who has entered this country illegally. Now they are forcing citizens to help them? Â
Our country is doomed!!!
You got that fracking right. It should be you have the right to remain silent......BUT NO we give them money!!!! Where the F$#@ is my money at. I was born and raised in the USA, served 22 years in the Army and you give the illegals money for collge FU!!!!
I don't care which party the members of Washington's legislature are from - each and every one of them that voted for this bill should be removed from office. We should NOT be rewarding criminal activity.
Sounds like treason to me.
this is nothing new, its called payment for servicies rendered, after they helped vote obama back into office!
You got that right.!!!!!
What the hell has happened to this country?! Small businesses are dieing on the vine, but hey, lets forget about helping them and take care of the assholes (Americans included)  that would rather collect "free" money from a flawed system; or maybe we should bail all of the banks out who put us in this mess, they have been such a big help in the recovery of this economy.  What a joke! Instead of trying put resitrictions on things like fire arms and wasting millions of dollars to solve nothing, help out your own citizens! This country can't balance a damn check book but they expect us to.
Why are we rewarding lawbreakers? Why are we taking away from citizens? I wonder how financially sound this country would be if we actually deported these illegals. It's great, people get prosecuted for identity theft but if an illegal does it's fine. They're just struggling for a life. And again, I love how concentration camp survivors didn't get any of this when the immigrated legally. God bless America, where a citizen has less rights than a law breaker!
welcome to the new North American Union the US is partnering with Mexico and canada to begin removing boarders if you don't like what you see get off your arse and do something about it! ! next up...Right now you can vullentarilly have an implanted a real RFID chip in you and have it linked to yourfinacial and medical stuff . oh and the new gadgets devices like droid and such..well they now have an NFC interface for RFID tags. Welcome to the New World Order. ..how is this for going over the top? it is factual and true with the RFID don't believe me@research it yourself.Â
@lee986321Â You're right in a lot of regards. Mexico has a ton of mineral/metal deposits that are untouched. US/Canadian laws are being "harmonized", and they have been working on that Trans-Texas Corridor for a long time, which plays right into the supposedly defunct Nafta Superhighway except that they are working to get it implemented.
WTF! Illegal means illegal! Whoever votes for this, I will vote against. How about helping Americans first???!!!
Well since 1 in 3 counties are dying, illegal alien children are needed to "save the day."
Has this state gone crazy. Â Giving taxpayers money away to illegal criminals. Â Deport them.
What is wrong with our society? We keep give REWARDS to people who are here illegally. As voters and tax payers we need to stand up and voice these wrongs to our elected individuals.Â
Can someone please explain why our gov't officials keep giving away everything? These illegals should be arrested and deported...end of topic!!!

@Dr. Rawdog ---- No, let's educate them that being crimigrants is wrong and go home and come back the right way. If they show up again in this country, lets educate them that they are now banned from ever being allowed to live here.Â
I know your game dog, you support the Democrat party line concerning crimigrants. Nothing you say is a surprise.

@Dr. Rawdog---So you want to reward their persistence by letting them stay?
If they return a third time they go to prison. Their picture and name is published in the media with their illegal employment and address. While in prison they pay their room and board by working some job, maybe agricultural, while making prison wages.
Upon completion of their sentence they are deported.Â
Rinse and repeat as needed.Â
Allowing the crimigrants that reside in this great republic is not an option.
Giving them financial aid is laughable. They already are breaking the law, why wouldn't they skip out on their obligations? This comment has been deleted
@TheUglyTruth @Dr. Rawdog  Create prisons designed to hold just illegals and mandate these prisons are 100% self-sufficient. -- Back in the day prisons were required to provide a certain amount of the required food and what not to cover the cost of keeping the prison operating.  To bad hard work was deemed to be "cruel and unusual " -- If these folk want to come into this country to work, thats fine with me. Â
We can put them to work for the betterment of all. Â During their time served they can take citizenship classes. Â When they have served their time they could be given a one year work visa. Â At the end of that year, if they found a job and proved to be a productive member of society, then, they can take the test and become legal citizens. Otherwise they are escorted to the boarder.Â
No agenda, we would just like to see our citizens get taken care of before we solve the rest of the worlds problems.
Dang illegal aliens, someone call the MIB
ok so they are going to ok college aid for illegals but student vets are getting their funding cut??? What is wrong with that pic?? http://www.stripes.com/blogs/the-ruptured-duck/the-ruptured-duck-1.160117/student-vets-furious-over-tuition-assistance-cuts-1.211042
I'd rather illegal but productive people get college aid than legal but waste of life people that we all know. Â
@Benjamin Schniffle Deny benefits to all in that category. Illegal still means illegal, not the lessor of two evils.
@Benjamin Schniffle Why do you want to support those who break the law?
@therandomroger @Benjamin Schniffle Probably because it satisfies some sexual-retardation that gives him the impression he is doing good things for those less fortunate. Forgetting the fact there are scores of deserving, legal people that need help too. I hate society, I really do.Â
This is truly saddening to see. I have a friend from another country going to school here legally. Not only does he pay the ridiculous fees international students have to pay, he had to show the US government he had $20k in a bank account just for them to issue him a student visa. And then on a state level we have stuff like this going on? This country is so far out of touch with each other its moderately frightening. Â
Way to sell out Repubs... I'm ashamed of my party selling out ideals for votes.

@Dr. Rawdog @Peregrine Apparently. The republicans wonder why they can't win and why so many people that supported them no longer do.
