New Polls: Casino, presidential, pot and the 'kicker' poll debate

PORTLAND, Ore. – A new poll shows that a ballot measure legalizing the sale and possession of marijuana for adults in Oregon lost a bit of support over the past month.
The SurveyUSA poll, which was conducted exclusively for KATU News, shows that 43 percent of likely voters are against Measure 80, while 36 percent support the marijuana measure.
Twenty-one percent of people said they are still not certain how they will vote.
Those results are similar to a KATU poll released on September 13. In that poll, 41 percent of likely voters were against the measure and 37 percent were in favor. Twenty-two percent said they were not sure.
Support among registered Democrats dropped by ten points in the last five weeks.
The margin of error in both polls was around +/- 4.2 percentage points.
Casino measures
The latest SurveyUSA poll shows that supporters of the proposed "Grange" casino in Wood Village probably made the right call by suspending their campaign this week.
In the past five weeks, opposition has grown to both a state constitutional change that would allow privately-owned casinos and a measure specifically allowing the Wood Village project.
The number of people voting against the constitutional change, Measure 82, has grown from 43 percent to 53 percent. The number of people opposed to the measure allowing the Wood Village project, Measure 83, has grown from 39 percent to 54 percent.
"No" votes for both measures have commanding leads over the "yes" votes.
Corporate kicker measure
SurveyUSA also polled voters on Measure 85, which would use the corporate income/excise tax "kicker" to help fund schools. The polling company took some heat from backers of Measure 85 and in the blogosphere over how the question was asked last month.
In the September poll, the pollsters asked: "On Measure 85, which is about a corporate tax 'kicker,' are you certain to vote yes? Certain to vote no? Or not certain?"
With the question asked in that way, 14 percent said they were certain to vote yes, 21 percent said they were certain to vote no but 65 percent said they weren't certain how they'd vote.
The complaint was that there was not enough information given for voters to determine what the measure was about.
SurveyUSA's chief executive officer Jay Leve told The Oregonian's Jeff Mapes that the point to the question was to determine where the measure was on the public's radar. He told Mapes the high number of people who were unsure "suggests to me this is not a high visibility measure at this hour."
When SurveyUSA asked the exact same question this month, voters responded in much the same way: 15 percent yes; 25 percent no; 60 percent not certain. Using Leve's reasoning, the measure is still barely a blip on the public's radar scope.
This month, however, SurveyUSA also asked respondents the more traditional poll question that explicitly stated what a "yes" vote would do as opposed to a "no" vote.
With the question asked that way, a majority of respondents said they would support using the corporate kicker to help fund schools – 53 percent said yes; 26 percent said no to the idea and 21 percent said they were undecided.
Presidential Race
President Barack Obama has lost some ground in Oregon, although he still maintains a seven point lead over Mitt Romney in this latest poll, which was taken entirely after Tuesday's town hall debate.
SurveyUSA found that 49 percent of the respondents would vote for Obama while 42 percent would vote for Romney. Five percent were undecided.
Obama has gained ground among men, but his lead among women has shrunk.
In previous polls, Obama trailed Romney by three points among men. He now leads by two points. However, among women, his lead has dropped from 21 points down to 11 points.
According to Survey USA, Romney voters are also voting more "for" Romney than they are voting "against" Barack Obama. That shows that Romney is seen today as more of an attractive candidate, not just an "anybody but Obama" candidate.

Include your probation which will consist of no alchol, fines and drug tests. Think about how many people would be in jail. Hard to believe that women who have much at stake in this election would be voting for Obama. The future of our country is at stake, our chiildren's future. We have serious candidate who would work hard to get this country back to being a strong nation, economically and also being a world wide leader once again. Now we are 2nd rate. Oregon needs a strong economy, our men and women need jobs, our cities and towns need to survive, many of our children are living near poverty. People need to be listening and watching, go beyond the mainstream media, look around you, are you really willing to go 4 more years in the same old rut. Lets make a name for ourselves nation wide in this election. Vote for Romney and tell the country we are smarter the a fifth grader.

I'm disappointed about the marijuana poll.Similar to gay marriage,why do so many people wan't big government control when it comes to the personal lives of complete strangers.That being said,I really don't care if it's illegal or not.I've never had a problem obtaining it.Even though I don't have my medical card,it helps with my chronic back pain.It helps me sleep better and improves my overall disposition.I actually prefer it over alcohol.Iv'e never woken up in the morning feeling like **** after using marijuana.I think mother nature intended it to be a medicinal plant.

Regarding corporate kicker: Â Where is the logic here? Why are corporations singled out to not receive their tax money returned to them? Â I do not understand how this measure got on the ballot. And I don't understand how it could stand up in court. Â
 @Kennyboy The 'kicker' was an initiated constitutional amendment, likewise with BM 85. If passed, it would (more than likely) be upheld by the OR courts.Â

A 'tax rate' is a numeric figure that is assessed against a business. It can be a cumulative total (IE- sum of property tax, import/export taxes, payroll taxes, etc...), or it can just be a flat number that is calculated against a businesses profits (net or gross). That number does not change because of the 'kicker' refund. The net taxes that a business pays on that businesses accounting spreadsheet may show a different number, but the actual rate that they paid to the state is the same.Â

As I pointed out above, the 'kicker' refund is unique to Oregon. In most states, irrelevent of the states income from tax receipts, that money is not refunded. Businesses and individuals both pay X% along whatever guidelines they take in compliance with state/local tax codes. In effect, BM 85 only makes Oregon 'normal' in that respect.Â

There's a whole other discussion regarding Oregons tax code, and how much tax any given business pays, but that's not relevent to this discussion.Â

The 'kicker' doesn't do that. The tax rates, and the tax paid by both business and individuals is the same. What the Oregon rebate tax does is make it state law (as entered into the OR constitution by passage of BM86), mandates that the rebate be issued when the calculated revenue for a given biennium exceeds the forecast revenue by at least two percent. It does not 'make' any group 'pay more' in taxes.Â

Oregon is unique in the Oregon rebate tax. BM86 was crafted by Don McIntyre and his GOP buddies, and put on the ballot under the guise of 'government fiscal responsibility', with a season-to-taste spin of money in voters pockets.Â

I'm on the fence about BM 85 personally. I can see the reasoning behind it, and find validity to the concept. But, as is typically the case with issues regarding public school funding, 'more money' isn't going to solve any of the major problems. All it's going to do is throw more cash into the black hole that is the public schools funding. Between administrative costs, PERS, and reimbursement for teachers college accreditation, I tend to believe that the problem isn't exclusively the income.Â

A vote to eliminate the kicker for everyone would be fair. This vote is simply not fair because of course most people will vote yes because it means someone else has to pay more taxes...but not themselves.Â

 @RalphCramden There have been some India-accented people calling for my wife for a week now. She hung up on them because they were asking her to who she was going to vote for, etc. She tried to explain that you can't just call people and expect them to tell you how they're going to vote, but the lady just kept repeating the questions.Â
When they call me I just speak in a German Accent back. It's great when they hang up on you cause they can not understand you. Or even speak back in Broken English. it's a riot. I even do this with telemarketers.

You ought to see those fools on saturday morning knocking on my door! They need therapy after trying to force their religion on me. Not too long ago they woke me up. They asked what religion I was and do I believe in God. I said sure, even Satan believes in God. Hang on, he is in my kitchen having coffee with me, I will go get him and you can ask yourself, but I'm warning you, he has a hangover and is going to be pi-ssed! Needless to say they took off. 43 percent of Oregonians remain ignorant to the fact that the war on marijuana is pointless and costly. There are far worse drugs like alcohol, tobacco, meth, heroine, cocaine and all the synthetic garbage out there. It's a plant, get over it.

 @onceagain  @randomdude Pot is not a gateway drug, tens of millions have tried pot and that is nowhere near the number that do or have tried hard drugs. Fact is if you are going to do hard drugs there are a lot more factors than having tried pot going into it (family, socio-economics, etc).
