CASCADE LOCKS, Ore. –  A battle is brewing as the Nestlé corporation works to get the rights to bottle spring water at the Cascade Locks facility in the Columbia River Gorge, which is currently controlled by the Oregon Fish and Wildlife Department.
 
The water in question is also used at a state salmon hatchery. To access the spring water, Nestle needs the ODFW to swap its rights to Cascade Locks in exchange for city water.
         
Environmental groups want Governor Kitzhaber to block the move. Supporters of the plant say it would generate badly needed jobs and tax revenue.
