Some dope fiend tried to steal my cat. conv. this morning. I caught the guy in the middle of this procedure. He claimed to be some vagrant looking to get out of the rain as I caught him lying under my truck. I had no idea that this person was up to.

It's not the scrap metal recyclers, it's these guys doing business on the corners, running a business out of the back of there trucks, and the city of portland has done nothing to shut them down. Why don't you ask portland police they know about it.

Why doesn't someone go after the metal salvage people? Is this industry so hard to regulate in Oregon. Seems there are fewer of them than pawn shops. It really shouldn't be that hard. how about etching your name in the C.C?
