Texan rips off local retired woman

On Dec. 15 2010 John Cooper, 4300 NE 112th Vancouver, Wa(360)721-2899 shows up in Leah Sprague-Girtens Vancouver
driveway with a load of gravel in his black pick up that has Texas plates.when asked by Mrs. Girten what he wanted, he claims,in a thick Texas drawl," the gravel was left over from a previous job and he was looking to "make a little money for some corn bread, not T-bone steak" Then quoted a price of $400.00 dollars Mrs. Girtens bookkeeper asked the man for his address and phone and told him that they would get back to him after checking around for prices.Mrs. Girten then decided why not use him while he was there and ready to work.
By the time they had finished negotiating the price had risen to $1600.00 if he would do the back walkway area, the entire driveway and all the way to the garage.They worked that day unloading the gravel in the truck and then came back the next day with a new load.As Christmas approached they claimed they needed to take some time off, but would be back the next Monday.He and his young helper then asked for the 400.00 and if possible if they could get the other $1200.00 to help pay for Christmas. Mrs. Girten decided to trust them and gave them the full amount of $1600.
It has now been two months. This John Cooper keeps calling and promising he will be back , calls but leaves no message and when Mrs. Girten calls him back , he does not answer. We have tried to make a police report, we leave messages, but as yet have not received a call back from the local police. The police do not seem to be concerned. Mrs. Girten is worried that John Cooper is committing this same crime with other elderly people in the area and that people need to be reminded to never give money to someone up front and be especially careful with a person from out of state,especially Texas.
