MHCC Student Center Is Missing a Nation

While passing to the student center at MHCC on my way to teachers rally, I noticed a flag missing. I noticed it was the only flag missing (I didn't notice or look for other missing flags). It suddenly occurred to me that the missing flag belonged to Libya. I wondered where Libya’s Flag is. I haven't noticed the flag missing before.
I'm curious, even though a sovereign country's leader may be a cruel dictator, shouldn't that country (for the sake of its people) have a right to be recognized in the eyes of the global community. Especially an institution of higher learning that promotes democracy and liberty. Am I the only one who noticed this? Where is that flag?
