So, why are you posting it here instead of actually doing something about it? Oregon does have tenant laws that protect you from situations like these. Why not investigate those instead of whining to people that can't do anything about it?

Basically, this is a cleaning situation. Take a table spoon of bleach and add it to a cup of water. Dip a wash cloth in the water and wipe the wall down. It will come right off. This mold/mildew is non toxic, it will not harm you in any way.

This is a follow up to my other post: What is happening is this mildew is growing behind the stand where there is no air circulation. I promise you, this mildew is not toxic, you just need to wipe it off. I deal with this type of issue every day.
