Oregon Human Powered Vehicles (OHPV) invites you to join us at our 9th Annual Human Powered Challenge (HPC) held at the Portland International Raceway on Memorial weekend, May 24th – 26th. HPC offers multiple race events to challenge any level of competitor with any type of vehicle, from everyday stock recumbent bicycles to the premier king of speed, the Streamliner racer, a vehicle that has the distinction of holding every world record for timed distances and speed. HPC brings in racers and recumbent bicycle enthusiasts from all across the United States and Canada.
In conjunction with the HPC is Electrathon America, featuring daily races of aerodynamic electric powered vehicles piloted by high school and adult pioneers of alternative transportation.

I visited the website which sent me to Electrathon which says they're in Kansas city this weekend. I can't seem to find out when specific events are scheduled or even if it costs to attend. Lots of nice graphics but not so much information.
