Lots of these type of fish dead in Sandy River in Troutdale. Anyone know what type of fish they are?

After spawning, they swim fast, getting lots of speed, and catapult themselves into the air and onto green lawns miles away from the nearest riverbank. It's their way of giving back to nature by becoming compost. Yup, that's what they do all right.

is it normal for them to die after spawning like Salmon?

It looks like Smelt. They swim up the tributaries around this time of year to spawn. Good-eating when caught fresh with a dip net. I believe there's a 5-gallon bucket limit, no fishing license required.
