No it will not run, but it has been restored for historical purposes

If something is "restored"...that means it's back to its original condition. If it's a steam train, that means it's back to running condition. If it's been "fixed up"...then it means a little polish and rust/grime remover, but may not chug.

I have to agree with the "restored" comment. The Random House Dictionary (c) 2014 defines "restored" as "to bring back to a former, original, or normal condition, as a building, statue, or painting." Lee's usage is completely incorrect.

This steam engine does too run. I have seen steam come out of the pipes when they put it there... it is operational just not move able...

Point proven. If it was "operational," it could move. All you say they did was fill the pipes with steam. That's not "restored" or "operational."
