Our Cat is being used as target practice

About a month ago our 6 month old kitten was shot by a BB gun. I was leaving my family's home and noticed that our kitty Monkey wasn't acting like her self. She was very slow and seemed to be in some pain. The next morning I called the vet to see if he could figure out what was wrong with her. Our vet even seemed to be baffled until he noticed a bump of matted hair on her side. When he shaved the hair off he discovered a hole. After she was admitted to have x-rays we learned that she had been shot close range with a air pump BB gun. We knew immediately who the culprit was. Our neighbor a few years ago had discharged a BB gun towards our property and thankfully just hit a fence. My father was outraged and, explained that if he were to ever see our neighbor shoot towards our house again there would be issues. Our vet informed us that our kitty would probably not make it because the pellet had traveled so far into her abdomen he was sure that it had clipped her intestines. But he gave us medication to bring down her fever and asked us to bring her in the morning to see if it had helped. Thankfully Monkey recovered. We called the police and explained to them what had happened and we were told that a deputy would be out to speak with our neighbor, that what he had done was illegal. We received a call later that night from the deputy and he explained that our neighbor alluded to the fact that he had shot her but because he didn't admit to it there was nothing else he could do. We thought that would be enough, and we hoped that just having the police come and talk with him that he wouldn't do it again. Unfortunately about a week ago our other neighbor was outside training her dogs when she heard two "pop" noises coming from the other side of our property and saw kitty Monkey booking it towards her. As she looked around to see where the noises had come from she saw the same man that shot our cat no more than a month ago walking back into his house BB gun in hand. She called the police and explained to them what had happened. When they sent a deputy out he told her that there was nothing they could do because what the man had done was not illegal. Not only had that bastered shot and almost killed our cat once and had a police officer come and speak with him about it, without hesitation he had done it again. Of course now Monkey is strictly an indoor kitty, but we need some answers and justice. My parents live IN CITY LIMITS in a NEIGHBORHOOD in PORTLAND. And we have a maniac shooting at our cat! Plus we have two different answers from two different police officers about what our neighbor has a right to do and what he doesn't. My hope is that we can make our neighbor pay for the pain he caused Monkey and our family. I have been watching the news and saw Molly the dogs story and what her owners had done to her. That they were put in jail. I would love to see our neighbor go to jail but I know realistically that won't happened. But maybe with your help we can at least bring some attention to the problem. Our thought is to contact KATU 2 on your side and explain to them what has happened and see if we can get some more public attention for Monkey. Please e-mail me with any advice you may have. I'd notify the chief of Police and every news station , I"d raise holy heck . What a sick person your neighbor is. Makes me wish I knew Voodoo or something, LOL

Try calling the humane society. Its illegal to shoot at animals especially pet animals. And the cop who said there is nothing that could be done is totally WRONG! Go above him to his superior! People in the pat have been cited for this or arrested
