In Oceanside, OR, at 3:00 am this morning there was no snow and it was still relatively warm. At 7:45 am, heavy snow obstructed the view of the Three Arches National Wildlife Refuge rocks and within an hour, they were visible - showing the tops of the rocks, the ocean beach, and the village kissed by the snow.
