SOUTHEAST PORTLAND, Ore.—Newly formed icicles hang from the Springwater Trail bridge crossing Johnson Creek near the Tideman Johnson Park.

The temperature in the area around 8 am on Sunday morning was 32 degrees, but then it dropped to 25 degrees in a few hours during the day.
