Freezing RAIN, vs Hail/Sleet

I have been in freezing rain and it is not in pellets, when you get frozen pellets falling from the sky it is always been considered Hail as far as I have ever heard. Freezing rain happened in 1997 in Kelso Wa. and it stopped everyone, whether they wanted to or not due to the rain was frozen when it fail and immediately froze on everything cars, and the street. Hence it was not Pellets. Thanks
