While taking out the trash today I noticed this odd ice formation in a water dish I put out for birds in my backyard here in the Alameda area of NE Portland. There is nothing in this dish for the ice to have formed around nor is there any source for an icicle to have fallen into the water. Could last night's cold east wind blowing through a slot in the fence do this? I'm curious as to what explanation a meteorologist might have for this strange phenomenon.

It looks to me as though an ice cycle fell from the roof or off the fence, or maybe a tree and stuck in the pan of water which may have been slush when it hit.

I'd like to know the answer to that one, too! I make them all the time in my ice trays, and have always wondered what caused them.
