The man is a fireman, and most transformers don't have pcbs in them. Yes some do and age does have to do with it, but this is a mobile unit. I doubt PGE would be willing to have a mobile unit traveling the highway full of pcb infected oil.

The oil used in electrical transformers has pcb in it ( depending on age ) EPA has banned it in manufacture of new ones, bad smoke!
