North of Woodburn on I-5 southbound around 4:15, cars began pulling over as the threat of heavy winds and blowing debris got greater. I think that many were concerned about a potential tornado as the wind blew and the clouds got lower. I left Tigard and it was 82 degrees, in Salem a little over an hour later, it was 60.
